license to use Krypton 85. This gas will be used as an additive to noon to lower the dark firing voltage of gaseous display tubes.
While we do not meet all the usual requirements - particularly with regard to the formal education and experience of the individual users - we feel that, because of the relatively unhasardous nature of our proposed program, there should be no difficulty.
In addition, we have retained a consultant to assist us in establishing an adequate safety program.
We are assuming that we can distribute our oroducts under a general license, since these display tubes conform to the requirements of I
Part. 30.71 in Chapter I of Title 10.

We are presently planning to shortly activate our program of using Krypton 85 in some of our gas discharge display tubes, for which we received an ABC license in May, 1961.
In reviewing our pro-cedures to as.ure our compliance with all regulations I have noticed that we did not originally request a large enough amount of radio-active material which we may possess at any one time, to cover our requirements of both work in process and work in inventory.
I am, therefore, requesting that Item 8 of our Byproduct Material License #29-4299-2 (E63) be amended so that we are allowed a maximum of 30 millicuries of Krypton 85 to be in our possession at any one time.

Facilities and Use l
The persons who have used the material to date are Mr. Wolfe and Mr. Lorentsen. To date, the ccupany has not gone into any production using Kr-85 in their vacuum tubes. When production is attained, four persons will be using or working in or arcund the area under the supervision of Mr. Lorentsen.
I Wolfe stated that persons who will be involved in the production utilising the Kr45 will be instructed in the procedures, the facilities and use. To date, only 80 test tubes have been made to determine the correct concentration of Kr45 to be 4

No Asc.2 form has been posted as yet. wolfe stated that as AEC-3 form would be posted in the appropriate place when pro & ction is started. Written procedures and emergency instructions will be compiled prior to the production. These proccuree will be written up by Boomans and Dr. Grand.

Surveys No evaluations or surveys have been made to date. However, only 80 tubes have been produced. These tubes were produced on an experimental basis to determine the cm-contration which will eventus11y be used in the tubes during production. The systen in which the tubes will be pro &ced will be an entirely automatic, coupletely closed, systen. As noted in item 11, no accatoring instrumentation 1.as been procrued to date.

In Item 4, the name of Mr. Thomas C. Haloney is added to the list of indi-vidual users.
His name also replaces that of Mr. Roger Wolfe as Radiation Protection Officer in Item 5.
His training and experience is listed in Itnas 8 and 9.
The training and experience of Mr. John N. Hoomans and Mr. Lawrence D.
Lorentzen were previously listed in our original application.
Ia Item 8, we are requesting that the maximum amount of radioactivity which the licensee ::ay possess 6 ne time be changed from 30 millicuries to 500 mil 11 curies. We are requesting this increase for three reasons:
1.
The incres. sed demand for tubes with controlled ionization times.
2.
The ability to obtain a more economical price in purchasing larger quan-tities of gas and to stock sufficient gas without taxing the limits of our license.
3.
The requirement in our 4000 series of digital readouts for a higher con-centration of radfoactivity (1 millicurie/ liter-tank concentration) in order to meet tre fast ionization times required by customers.

The new gas will have its own material specification number and will not be specified for any other tube type for general distribution without amendment to our license.
All necessary actions resulting from this license change will be instituted upon '.'eceipt of the amended license. These include revision of our packaging label which is included with each radioactive tube shipped, and review of our labeling of stored radioactive material.
Film badges will be worn by those personnel actually engaged in the exhaust and filling operation of the tube using the new higher concentration of radioactive gas.
All procedures will continue to be in accordance with the provisions of Title 19, Part 20, Code of Federal Regulations, "Standards for Protection Againat Radiation" and as outlined in the Burroughs handbook titled "Handbook l

Dear Sir Re: License Number 29-4239-2 On Friday, June 14th, I spoke to you on the phone with regard to the labeling of our cold cathode gas filled NIXIE numeric indicator tubes containing a small quantity of radioactive Krypton 85.
I was interested in obtaining a waiver from the labeling requirements outlined in our AEC license.
You suggested that I write a letter to you describing the problem in detail and that a waiver for a specific number of tubes properly identified, might be obtained.
Burroughs Corporation manufactures a wide variety of ccid cathode gas filled numetic indicators. These are used in many products under various conditions.
In some cases, where the ambient lighting is very low, the ionization time, that is, the time it takes for the tube to break down and display a character may be l
objectionably long.
To get around this delay time, a small amount of radioactive material can be placed in the tube to provide a very low level of residual ionization, which effectively eliminates the delay in starting.
For those applications requiring the short ionization time, Burroughs manufactures NIIII tubes under AEC license number 29-4239-2 containing a maximum of.1 microcuries of Krypton 85. To obtain this concentration in the tube under discussion, the i
B-4032, a tank concentration of 1.C millieurie Krypton 85 per liter of gas mix must be used.
In April two tanks of radioactive gas containing 1.0 microcurie Krypton 85 per liter instead of 1 millicurie per liter were received.
Our regular radiation survey exposed the error but in the interim, over 2000 tubes were manufactured containing the lower concentration. These tubes were processed and placed into stock with the lot numbers C-24, C-25, and C-28.
To determine the exact amount of radioactivity in the tubes the gas in the two, low concentration tanka were analyzed by the International Testing Laboratory. They determined that the Krypton 85 concentration was 1.55,t.06 microcuries per liter at standard temperature and pressure. Cince the volume of a B-4032 is approximately two (2) cc and the fill pressure is 33 mm, the radioactive content can be calculated t

ue/ liter x 33 nru/760mm x 1 liter /1000 cc x 2 cc =.00014 microcuries.

2 This amount of Krypton 85 has no effect on iontration time and appears to be undetect-able with the instrumentation available to us.
Since it does not improve delay time we cannot sell the tube as a radioactive tube with improved starting characteristics.
Neither do we wish to alarm our customers who do not require fast starting with the information that they are using a radioactive tube since the concentration is so low ce to be undetectable.
I have reviewed the Federal registers and it appears that manufactured items such as electronic tubes containing such a small amount of Krypton 85 are exempt from labeling for radiation.
However our license requires labeling and does not provide any exemption for lower quantities.
I am therefore requesting a waiver from the labeling requirements listed in our AEC license number 29-4239-2 for these three special lots of tubes.
Lot C 809 tubes Type B-4032 Lot C 693 tubes Type 3-4032 Lot C 221 tubes Type 3-4032 2233 tubes Type B-4032 Each tube contains a maximum of.00014 microcuries of Krypton 85.
In addition the tubes will be packed in groups of 500 or less making the total concentration in a single shipping certon less than i l microcuries.
l Va are presently quoting a customer for a large quantity of the B-4032 tube type and he is requesting delivery in early July. Therefore we would appreciate a decision on this request as soon as is conveniently possible.

Dear Sir:
Enclosed is our application for amendment to our AEC license #29-4239-2 to possess and use the radioactive isotope Krypton 85.
The changes required are outlined in item 6-B.
We are requesting that the maximum amount of radiosctivity which the licensee may possess at one time be increased from 1500 mil 11 curies to 2500 mil 11 curies. We art requesting this change in order to satisfy the greatly increased demand for gas discharge tubes with controlled ionization times.
All procedures will continue to be in accordance with the provisions of Title 10. Part 20. Code of Federal Regulations, "Standards for Protection Against Radiation", and as outlined in the Burroughs handbook entitled "Handbook for all Personnel Engaged in the use of Krypton 85" previously submitted.

Current ordering procedures limit the amount of material possessed to 1200 me (six ianks of 200 mc each).
Empty tanks are raurned prior to obtaining full ones.
Approximately 6 ne per tank remains in the empty cylinder, eleven en-pty tanks were on hand.

Waste Disresal 12.
Waste in the form of reject tubes have been transferred to Radi o-logical Services Company. Per the licensee's records, 400 tubes were transferred on May 15. 1967, 1463 tubes on February 14 1967, and previous monthly transfers at the rate of 1000 - 2000 tubes per month per their records.

In item 4, the name of Mr. Fred Rosenberg has been returned to the list of individual users.
Mr. Rosenberg has been placed in charge of the Sealing and Exhaust Department ard is, therefare, directly res-ponsible for handling the radioactive gas in the Production De-partment.
Mr. Rosenberg's training and experience was listed in a previous application for renewal dated 6/21/63. The training and experience of Mr. P. Jones, who will continue to be a user, was listed in an application for renewal dated 4/6/65. Mr. Maloney's training and experience was listed in a license renewal dated 5/14/63.
In item 6b, the maximum amount of by-product material has been increased from 2,500 millicuries to 3,000 millicuries.
Burroughs does not plan to increase its usage of Krypton 85 at this time.
However, it has been found that the present maximum limit severely limits the stocking of the gas in which the Krypton is an additive.
Increasing the amount of Krypton 85 to 3,000 mil 11 curies will per-mit additional tanks in process without running the danger of exceeding the legal limit.

This license presently authorizes the manufacture and distribution of electron tubes containing Krypton 85. We wish to revise the license to also include the importation and distribution of tubes containing Nickel 63.
W also request a revision to our License No. 29-Oh239-02 which limits the maximum
't amount of radioactivity which the licensee may possess at any one time. We wish to revise this license in the following wayst 1.
Increase the autherized amount of Krypton 85.
2.
Provide for the Nickel 63 which we plan to import.
3.
Provide for a small amount of Tritiun for experbental purposes.
The increase in Krypton 85 is needed to prov1de greater flexibility in manufacturing our products and to cover its extension to new electron tute types which could benefit from a radioactive ionization source.
The purpose of obtaining a license for tritium is, at this time, strictly experimentall to detemine if it provides a better ionization source than Krypton 85. If, in the future, it is desireable to use the Tritium, our license will be revised to provide for distribution of such tubes.
Regarding the data required in Part 32.1h for the Specific License the following infomation is submitted. I have broken down the infomation for each individual isotope.
Krypton 85
' 1.
The maximum quantity of byproduct material used in any standard product will be 30 microcuries of Krypton 85. The byproduct material is a gaseous additive to the nomal Neon gas mixture used in the display tubes.

Attached are outline drawings of various types (B-5092, B-5hh0, Panaplex, Self Scan).
The tube is a glass vacuum tight enclosure. Connection to the electrodes within the envelope is made through metal leads sealed in the envelope.
The techniques for making these seals are well known for their reliability and are used in constructing millions of vacuum and gas filled electron tubes every year.
The operation of the display tube depends on the purity of the gas filling. If a leak develops in the vacuum envelope, eventually pemitting the Krypton 85 to diffuse out, the ' display tube will become inoperative. It is therefore necessary, from strictly a product performance standpoint, that the tightnets of the enclosure be absolutely reliable.

Each tube type is thoroughly tested environmentally before release to manufacture. There are available in our Quality Assurance Department, numerous qualification test reports detailing the excellent perfomaxe of the varicus tube types under the most severe conditions (high temperature, high humidity, shock and vibration, etc.).
Unless a tube passes these tests, it will not become a standard product and therefore will never be filled with a radioactive gas mixturo.
In addition to the qualification tests, there are environmental and life, ' tests perfomed on the standard products periodically which continually assure the enviromental ruggedness of the device.
Besides environmental tests, all tubes are 100% production tested for electrical and optical characteristics. The QA department perfoms additional sample testing on all tubes. The Quality Assurance Depetment also perfoms a test for ionization time on all radioactive tubes. Hence, it is extremely unlikely that a defectively sealed radioactive tube can leave our plaat.

Regarding the level of radiation from a radioactive display, I am attaching a copy of a report from Isotopes Inc. which indicates that the level of radi-ation from a single radioactive tube is negligible.

With regard to our manufacturing process, I would refer you to information supplied with our original application for lic snse 29-h239-2 dated April 12, 1951.

Nickel 63 1.
The maximum quantity of Nickel 63 used in any tube will be 5 microcuries of Nickel 63. The standard product will have a maximum of.25 microcuries.
2.
Attached is an outline drawing of one of the standard type tubes we plan to impart containing the Nickel 63 (B-5855). All will be of the same general construction. The Nickel 63 will be applied by electroplating to a small Nickel-Iron strip which in turn will be mounted inside the tube and supported by crimped tabs integral to the anode cylinder.
h,5. The same thorough testing described abon in the Krypton 85 section is applied to tubes imported from Jtpan. Attached '.s a copy of a typical Product Assurance Inspection Operation Sheet. You will sbserve that in addition to stringent AqL testing a high frequency spark :,,11 test is applied to all tubes. The spark excites the gas filling of t: a tubes and reveals any air leakers which are then culled out. This testin; is in addition to the production and quality testing of the tubes by tie manufacturer in Japan.

The radiation from Nickel 63 is 100% beta emission and has an absorption range of 6.71 mg/cm2 The minir:am thickness of the glass bulb used in thesi tubes is.015" which provides an envelope density of 900 mven2 that affectively prevents any radiation letkage outside the tube. This fact will be confimed when tubes are received with a Victorean Model hh0 radiation survey noter which is capable of detecting beta radiation as low as 6.5 Kev.

As regards the wmfacturing process for these tubes, I can report that they aro built in a manner similar to that used by Burroughs Corporation. The manufacturer 1s health physics progran nust comply with the reSulations of the Japanese Atonio Energy Bureau.
