This transmits the findings of the routine NRC inspection of the Haddam Neck Plant
by Mr. J. T. Shediosky and Ms. A. A. Asars.
The findings have been discussed with
Mr. D. B. Miller of your staf f.
No violations were identified and no reply to this letter is required.
We observed the use of a personal computer programmed for plant specific thermal
hydraulic analysis in the Corporate Emergency Operations Center during the recent
Emergency Planning Exercise. This appeared to be a powerful calculational tool.
Cavelopment of this capability was a noteworthy positive performance initiative.
As noted in Detail 10 of the enclosed report, during the two mcot recent tests,
the Haddam Neck containment has not met integrated leak rate t.est acceptance cri-
teria in the as-found condition. Unless relief is justified and obtained, an
integrated leak rate test is consequently required during every refueling outage
or approximately every 18 months, whichever occurs first, until two consecutive
tests meet the acceptance criteria.
