Dear Dr. Bixby:
We have enclosed for your information a copy of the NRC staff's Technical Evaluation Report (TER) on the cement solidification of the 39 weight percer.i decontaminated supernatant waste for the West Valley project.
The TER describes both DOE's and NRC's efforts that have culminated in our conclusion that there is reasonable assurance the cement solidification of the supernatant waste will meet the waste form stability requirements of 10 CFR Part 61 and that the provisions of NRC's Technical Position on Waste Form are fulfilled. The conclusion on reasonable assurance is predicated on the expectation that results from proposed short and long term testing programs will be acceptable. We request that DOE provide the information and results of the testing in a timely ranner.
We comend DOE and its consultants for their professional and competent approach in resolving the complex problems that developed in the solidification efforts and for DOE's response to NRC's request for clarification and
- modifications for improvement of the process controls.
