SUMMARY

OF NOVEMBER 12,1998, NRC/ INDUSTRY MEETING ON LICENSING ISSUES The U.S. Nuclear Regulatory Commission (NRC) held a meeting with representatives from the nuclear industry, on November 12,1998, at NRC Headquarters in Rockville, Maryland.

j lists the attendees at the meeting, Attachment 2 contains a copy of the material presented at the meeting, and Attachment 3 contains a list of action items as a result of the meeting.

The purpose of the meeting was to identify solutions to process problems identified during the recent NRC/ industry meetings and workshops.

The next planned meeting between the NRC License Amendment Task Force (LATF) and industry working group will be scheduled for December 1998. This meeting will focus on revised request for additional information guidance, review items on the priority list, and exploratory discussions on long-term improvements to the licensing amendment process.

ACTIONS ITEMS AS A RESULT OF THE MEETING

1. Nuclear Energy Institute (NEI) will develop a list of items from the issues that were raised at the July workshop that are prioritized for. comparison with the NRC's own assessment of the issues.
2. NEl will coordinate providing feedback to NRC on the use of revised guidance in NRC Office Letter 803, " Technical Specifications Review Procedures" relative to requests for additional information (RAl), after the guidance is issued.
3. NEl will contact Sheri Peterson on suggested long-term improvements to the RAI process.

4. LATF will develop a proposed " threshold" for license amendments that would be an entry point for possible " dual-track" process.
5. LATF will provide NEl with approximately 10 " fundamentals" regarding licensing submittals I

and examples of quality issues that NEl can package and send to its constituency as a guideline on achieving quality submittals.

6. NEl will explore the Entergy-NRC workshop in early December to see if any synergy with LATF activities.
7. LATF and NEl working group will meet in December to focus on revised RAI guidance, review items on priority list, and exploratory discussions on long-term improvements to licensing amendment process.
