EMERGENCY PLAN CHANGES Deu Mr. Horn:

This letter acknowledges re'ceipt of your letter dated January 14,1998, which transmitted Revision 32 to the Cooper Nuclear Station Emergency Plan submitted under the provisions of 10 CFR 50.54(q).

During our review, we identified a concern regarding the interpretation of the qualifications for field monitoring teams. Revision 31, Section 5.2.4.3.2 stated that the teams consisted of radiological protection technicians while Revision 32 stated that team members would be

" selected from a pool of personnel knowledgeable in radiation protection." Because of the wide range of interpretation, we discussed this with Mr. T. Brown, Manager, Emergency Preparedness. According to Mr. Brown, Section 5.2.4.3.2 is being revised to state that the personnel are knowledgeable and experienced in radiation protection as defined in ANSI Standard 18.1. These changes appear adequate to address our concern. We also understand that the current field monitoring team personnel are radiological protection technicians, so there i.

requirements.

f Based on your determinations that the changes do not decrease the effectiveness of your E

emergency plan, and that the plan, as changed, continues to meet the standards of 10 CFR 50.47(b) and the requirements of Appendix E to Part 50, NRC approval is not required. Our initial review of these changes indicates that the changes are in accordance with 10 CFR 50.54(q). Implementation of these changes will be subject to inspection to confirm that they have not decreased the effectiveness of your emergency plan and continue to meet regulatory
