1.1 - The definition of the AEOF is being revised to be more accurate in purpose and locatian. The description of when it is activated is being removed as it is discussed in Section 7.2.4.
1.2 - The definition of Assessment Actions is being revised to delete the word
" implement".
1.3 This section now defines the Class "A" dose assessment model. This definition is based on the Class "A" Model contained in NUREG 0654 Rev.1, Appendix 2. The definit;on of Control Room was pre iously located in this section but is now detined in 1.4.

SECTION 2 Page 2-1 The Scope and Applicability Section is being revised to more clearly define that the Emergency Plan and EPIPs provides a mechanism for ERO personnel to classify and respond to various types of emergencies. This section is also being revised to provide a clearer listing of other interfacing Radiological Emergency Response Plans (RERPs) and the response which can be expected from the different Federal Agencies. Information contained in the paragraphs of this section is being r> organized so that the section is more readable.
SECTION 3 Page 31 Section 3, summary of the NPPD Emergency Plan is being revised to include the reference to 10FR50.47(b) as a basis for the plan.
The word " conform" is being deleted from the description of the plan as it relates to NUREG-0654. The statement is not entirely accurate as it reads in revision 31 based on the fact that the approved plan as it is currently structured departs in some areas from the NUREG guidance. An example of this is CNS's current EAL methodology which is aN now based on NRC Emergency Preparedness Position Paper I (EPPOS-1). The word

SECTION 4 Page 4 1 Section 4.0 is being revised to include the reference to EPPOS-l as another basis for emergency classi6 cation. The phrase " parameter values corresponding to the emergencies" is being deleted because it is confusing. Values or parameters, as well as symptoms, are included as part of the EALs. Specine values are located in the EAL tables 4.1-1 through 4.I1 and EPIP 5.7.1. The rest of the changes to Section 4.0 are only editorial in nature. Information contained in the paragraphs of this section is Seing re-organized so that the section is more readable.
Pages 4-1, Section 4.1 is being revised to be more concise in the description of the Four emergency 4-2, and 4-3 cla:sincations. Some portions of this section are being deleted due to their redundancy.
References to facilities or activation of the ERO are being deleted since this is discussed in detail in Section 5.
In Section 4.1.1, the references to noti 6 cation are being revised to be more accurate.
Expected actions are listed in table 4.15, and so are being referenced here.
In Section 4.1.2, the word " determination" is being replaced with " declaration" to be more accurate. References to notification and facility activation are being deleted, since these and other expected actions are listed in Table 4.1-6 and other sections of the Plan.

The automatic protective action recommendation of 2-mile radius and 5-miles downwind, unless conditions make evacuation dangerous, and shelter remainder of the plume EPZ, is being revised to 2-mile radius and 5-miles downwind, unless conditions make evacuation dangerous, and advise remainder of plume EPZ to go indoors to monitor EAS broadcasts.
This PAR is based on the guidance contained in EPA 400, and NUREG 0654 Supplement 3, (also referenced in the newer technical evaluation contained in USNRC Response Technical Manual (RTM) %).
Page 4-4 Section 4.2 is being revised to more accurately describe the offsite radiological assessment that is performed and better define the methods used. Information contained in the paragraphs of this section is being re-organized so that the section is more readable.

Page 4-12 Tab..s 4.1-5,4.1-6,4.17, and 4.1-8 are being revised to specifically state the 15-thru 4-15 minute time limit to notify responsible state and local governmental agencies. Tables 4.1-6,1.1-7, and 4.1-8 are also being revised to add a step to notify the ERO. Table 4.1-8 is also being revised to recommend an evacuation of 2-mile radius and 5-miles downwind, unless conditions make evacuation dangerous, and advise remainder of plume EPZ to go indoors to monitor EAS broadcasts. This new PAR is based on the guidance contained in EPA 400, and NUREG 0654 Supplement 3, (also referenced in the newer technical evaluation contained in USNRC Response Technical Manual (RTM) 96). A sentence is also being added to upgrade the PAR if degrading conditions warrant.
SECTION S Page 51 Section 5.1 is being revised to accurately describe the current NPPD Nuclear Power thru 5-6 Group Operating Organization based on the current Company Organization Charts.
Some of the positions listed in the plan no longer exist while many new positions have been added. The job and responsibility descriptions of some existing positions have been expanded or otherwise changed.
Page 5-7 Section 5.2 is being revised to accurately dcseribe the curreat Cl4S Onsite Emergency thru S-14 Response Organization based on the current established ERO positions. The descriptions of the ERO positions are being revised to include established positions which were previously unlisted, and also recently created positions. The position of Technical Communicator shall remain in the Control Room, but is being deleted in the TSC and EOF, "Ite physical upgrade of the TSC and EOF facilities, which was performed in 1995, provided electronic displays which are automatically updated with real-time data.
This equipment replaced the old status boards which required manual updating at periodic Page Emergency Plan Revision #32 Narrative Summary of Changes intervals by the Technical Communicator. Some o:her positions are being renamed with only minor changes in job responsibilities.
Section 5.2.4.3.2 is being ievised to state "The Held teams are composed of individuals -
selected from a pool of personnel knowledgeable in radiation protection and are trained in accordance with the Emergency Preparedness Training Program. They are familiar with the equipment and methods to be used to pes form plume tracking and media sampling.
Other CNS personnel may act as vehicle drivers." Field team information was previously located in Section 5.2.4.3 and stated "The field monitoring teams will be composed of CNS Radiological Protection personnel. Other CNS personnel may act as vehicle drivers.
The P:aiioiotical Protection personnel have been trained under the CNS Emergency Preparedness Training Program and cre familiar with the equipment to be used during plume-tracking activities."
Some redundant material in Section 5.2 and 5.2.1 have been deleted. Other material describing the expected actions and responsibilities of the Emergency Director has been more appropriately relocated to Section 5.2.1. There is a much greater degree of discussien of the OSC, as well as the dennition of the newly crer' d msitions of OSC Supervisor, OSC leads, and other OSCstaff.
Page 5-15 Section 5.3. I is being revised to more accurately describe the minimum staf0ng positions of the JIC.
Section 5.3.1.3 is being created to provide a description of the Public Information Of0cer which is one of the JIC minimum staffing positions.
Page 5-17 Section 5.3.3.3 is being revised to be more generie with regard to the service contract holder for emergency dosimetry services.
Section 5.4 revises the order of the listing of Federal, State, and local Agencies.
Section 5.4.1, title changes, the Nebraska Civil Defense Agency is now the Nebraska Emergency Management Agency, and the Nebraska Department of Health is now the Nebraska Health and Human Services Department of Regulation and Licensure. Also revised the description of lead county agencies.

SECTION 6 Page 6-1 Section 6.1 is being revised to remove the specine amounts of time that the emergency alarm shall be sounded. These time values are contained in EPIP 5.7.2. A more detailed description of the types of alarms is presented. Peferences to facility activation, based on the emergency classification, are being deleted from this section since they have already been discussed in Section 5.0. The eference to evacuation at a SAE of GE is being moved to Section 6.5.4.
Section 6.2 is being revised to remove references to facility activation and staff augmentation based on emergency classification. This is detined in Section 5.0. Also, the ord r of the first two steps in the transition from normal operating organization to emergency response organization are being re-ordered since notification should be the first step in this process.
Page 6-2 Section 6.2.1 and 6.2.2 are being revised to better define how onsite and offsite plant personnel are noti 6ed.
Section 6.2.3 is being revised to better define how the Corporate Emergency Response Organization is notified.

The Emergency Broadcast System (EBS) has been upgraded and renamed to Emergency Alert System (EAS) based upon new technological developments.
Page 6 7 Section 6.5.3 is being revised to be more accurate in its description of personnel assembly and accountability.
Section 6.5.4 is being revised to be delete redundant information that is located in Section 6.5.3 and other sections. Changes to this section also include the reference to dismissal of plant personnel to go home as an option to be considered as well as inclusion of evacuation to the former National Guard Armory in Auburn at a SAE or GE.

This atement repiaces the statements " Exposure to airborne concentrations higher than the Derived Air Concentrations will be prevented or avoided. If exposures are necessary, appropriate respiratory protective measures will be taken." which was located in Section 6.5.5.1 of Revision 31 of the Emergency Plan. The new statement complies more with fundamental ALARA principles.

Changes to Section 6.5.6 deletes the specific location of the security roadblock to allow the location to be decided based on scenario specific security and radiological considerations. Other changes better describe the CNS Security program and functions.

Other parts of this section are being editorially revised to be more concise. The reference to EPIP 5.7.21 is being added in addition to the reference to Appendix E.

Section 8.s.1 is being revised to more accurately describe the CNS Emergency Preparedness Training Program which was totally revised in 1997. Training for Local Services Per:.onnel is being removed from this section since it is covered under Section 8.1.3.

Section 8.1.3 is being revised to better describe the training that is provided to participating agencies. This section has previously been fragmented in its description of the offered training.

The hours which unannounced exercises shall start, as specified in Section 8.2.1, is being revised from one exercise starting between 6 p.m. and midnight and one exercise between midnight and 6 a.m. to two exercises starting between 6 p.m. and 4 a.m. Under a variety of weather conditions is being changed to during different seasons. These changes are based on guidance contained in NUREG 0654 Supplement 1.
This section is also being changed to identify the player critique process of their drill / exercise performance and also better describe the evaluator's role in the critique process.

LOA 16 This agreement with the Nebraska Nationa Guard is being deleted. LOA 4 provides the necessary agreement for support by the Nebraska National Guard in support of NEMA and CNS.
APPENDIX E The listing of emergency equipment and supplies for emergency purposes has been revised to be representative of the current stock located within the emergency response facilities and emergency vehicles.
APPENDIX F The interfacing Federal, State, and Local Emergency Plans are being revised to be more accurate and descriptive in their titles and associated respsmsible agencies.
