Gentlemen:

Enclosed fer your review, prior to our scheduled meeting on January 4,1989,

is the SALP 7 Board Report for the Quad Cities Nuclear Plant, covering the

pericd April 1, 1987 through September 30, 1988.

In accordance with NRC policy, I have reviewed the SALP Board Assessment ,

and concur with their ratings, it is my view that your conduct of nuclear

activities in connection with the Quad Cities facility was acceptable.

Overall, the ratings indicate continued management involvement over licensed

activities and a generally conservative operating philosophy as reflected by

improvements in plant scrams, personnel errors, and plant appearance. As

noted in the SALP Board's overview, however, for much of the assessment period

significant problems existed in the functional areas of Maintenance / Surveillance

and Engineering / Technical Support. These problems invnived many of the SALP

criteria: management involvement, staffing, approach to technical issues,

tesponse to initiatives, and enforcement history. Strong management attention

is warranted on your part to effect improvements in these areas. Highlights

of the report are set forth below:

1. The functional areas of Radiological Controls and Security sustained

Category 1 ratings consistent with the ratings in these functional areas

during the previous assessment period. Repeat Category 1 ratings in

Security and Radiological Controls reflect a strong security program and

a slightly less strong effurt in the area of Radiological Controls.

2. All other functional areas sustained Category 2 ratings consistent with

the ratings in these functional areas during the previous assessment

period. Engineering / Technical Support is a new functional area and the

previously separate Maintenance and Surveillance functional areas have

now been combined. Also, the new functional area of Safety Assessment /

Quality Verification incorporatt.s the previously separate areas of

Licensing and Quality Programs and Administrative Controls Affecting

Quality.

3. For the area of Maintenance / Surveillance, it was recomended by the

SALP Board that you increase your attention for maintenance because of

deficiencies noted in the Maintenance portion of the functional area.

4. The area of Engineering / Technical Support receivet. a Category 2 rating;

however, several attributes were noted as weak and the SALP Board

recommended you continue to apply close attention to this area.

While you will have sufficient opportunity to present your comments at the

meeting on January 4, 1989, we also solicit written comments within 30 days

after the meeting to enable us to thoroughly evaluate your comments and to

provide you with our conclusions relative to them.

In accordance with Section 2.790 of the NRC's "Rules of Practice", Part 2,

Title 10, Code of Federal Regulations, a copy of this letter and the SALP

Board Report will be placed in the NRC's Public Document Room.

Should you have any questions concerning the SALP report, we would be pleased

to discuss them with you.
