This refers to the Enforcement Conference conducted in the NRC Region IV

office on January 28, 1988, with you and other members of your staff, and

Region IV and Office of Nuclear Reactor Regulation personnel. This conference

was related to the findings of NRC inspections conducted during the periods .

October 26-29, November 1-30, and December 1-21, 1987, which were documented

in our NRC Inspection Reports 50-298/87-27, 87-32, and 87-31, dated

December 30, 1987, January 11, and January 8,1988.

SUBJECT: ENFORCEMENT CONFERENCE CONCERNING NRC INSPECTION FINDINGS

(Inspection Reports 50-298-87-27, 87-31, and 87-32)

On January 28,1988, representatives of Nebraska Public Power District met in

Arlington, Texas, with NRC Region IV and NRR personnel to discuss the findings

documented in NRC Inspection Reports dated December 30, 1987, January 8, and

January 11, 1988. The attendance list and licensee material presented at the

conference are attached. The meeting was held at the request of NRC, Region IV.

The NRC discussed its concern regarding security matters as described in NRC

Inspection Reports 50-298/87-27. and 87-32 and its concern regarding design

review of a motor operated valve installed to bypass the Drywell Exhaust

Inboard Isolation Valve as described in NRC Inspection Report 50-298/87-31.

The licensee discussed the security matters and the design review of the

bypass valve, including how the items were discoverd, their safety

significance, and co rective actions taken by the licensee.

Each vehicle, except Emergency vehicles, that enters the protected area will require i

completion of this form.

1. Vehicle entrance approved by: Driver's Names

2. Ask driver if any of the following items are aboard the vehicles weapons;

drugs; alcohol; ammunition; explosives; incendiary devices;_ photographic

equipment. Explain to driver that items will be returned if declared but if  !

items are not declared and found during scarch, access will be deni'._

3. Driver response is yes/no. If yes, remove the items and issue the driver a  ;

receipt for the items. Secure the items in vault. If no, continue checklist.  !
