Gentlenen:

This forwards the report of the Systematic Assessment of Licensee

Performance (SALP) for the Wolf Creek Generating Station. The SALP Board met

on May 17, 1988, to evaluate the performance of the subject facility for the

period March 1, 1987, through March 31, 1988. The performance analyses and

resulting evaluations are documented in the enclosed SALP Board Report.

In accordance with NRC policy, I have reviewed the SALP Board recommendations

and concur with their ratings. It is my view that, although two areas showed

an increase in performance, there is an overall undesirable reduction in

performance at Wolf Creek Generating Station. The following specific areas

merit highlighting:

1. The SALP Category 1 ratings in security and fire protection are notable

and reflect effective management involvement in these areas.

2. Performance in-the areas of quality programs and outages has declined

since the last SALP period from a Category 2 rating in each area to a

Category 3. This indicates minimally satisfactory performance and

reflects ineffective management oversight in these two areas.

3. The performance in all other functional areas, except for surveillance and

emergency preparedness, has either declined or shows a declining trend.

4. A common thread running throughout several functional areas (e.g.,

operations, outages, and quality programs) is the lack of effective

cooperation and coordination between the plant operations staff and the

various technical support groups. This matter requires prompt assessment

and resolution if the identified declining trends are to be reversed.

A management meeting will be scheduled with you and your staff to review the

results of this SALP report. The time and place of this meeting will be
