Request for Review of Alternate Seismic Criteria Omaha Public Power District (OPPD) requests the review and approval of the enclosed Alternate Seisr.ic Criteria for the Fort Calhoun Station, Unit No.1.

Fort Calhoun Unit No.

  • was designed in the late 1950's and early 1970's, using the design techniques of that period. Since then considerable advancement in seismic criteria and analysis methodology has been made. l The enclosed documer,t identifies a ;omprehensive plan for establishing new criteria and methodologies for design and analysis of several categories of systems and equipment. The alternate criteria were discussed as part of the recent NRC re-inspection of Safety Systems Outage Modification Inspection (SSOMI) Report 50-285/88 200, and are being submitted to resolve items cited in  ;

the report. in addition, the new criteria will rectify ambiguities in existing criteria and achieve a balanced, uniform level of conservatism. Many other reliability and safety benefits will be realized b, ' ,..ementation of the Alternate Criteria such as the resolution of Generic Safety Issue A-46 concerns.  :

The new criteria is intended as an alternative to the existing criteria which will continue to be the Design Basis for systems and equipment for which the alternate criteria are not applied. The Design Basis documentation will contain the governing criteria to control the application of the alternate '

seismic criteria. .

been reviewed by the NRC and approved for use by other utilities such as l Southern California Edison Company for the San Onofre Nuclear Generating l Station (50NGS-1) seismic re-evaluation program, i The criteria will also provide seismic design spectra which are representative I' of our site soil / structure behavior and responsive to generic seismic concerns which have been expressed since the time of the original design. The enclosed  !

document provides the criteria and methodologies utilized to generate and  :

justify tie design spectra. An overview of the training and procedural i controls that will govern the implementation of the criteria will be provided ,

along with the seismic design spectra by February 20, 1989.  ;

I OPPD respectfully requests the review and approval of the criteria and issuance ,

of a safety evaluation for its use at the Fort Calhoun Station by March 1989.  ;
