February 9, 1988

Docket Nos. 50-445

and 50-446

Mr. William G. Counsil

l

Executive Vice President .

Texas Utilities Electric Company

400 North Olive Street, L. B. 81

Dallas, TX 75201

SUBJECT:

INSPECTION OF COMANCHE PEAK CORRECTIVE ACTION PROGRAM

DESIGN CRITERIA AND METHODOLOGIES - 50-445/87-39; 50-446/87-30

Dear Mr. Counsil:

This letter transmits the results of the subject inspection related to the

Comanche Peak Steam Electric Station (CPSES), Units 1 and 2, conducted by

the NRC's Office of Special Projects during the period from November 2

through December 31, 1987.

The inspection team, comprised of NRC staff

personnel and its contractors, performed the inspection at the offices of

.

Ebasco Services Incorporated.

The team reviewed activities related to the

design validation of cable tray hangers, conduit supports, and heating,

'

ventilation, and air-conditioning (HVAC) ducting and supports under your

Corrective Action Program.

l

As described in Section 1.3, "Summary of Results," the team generally found the

design criteria and methodologies for the design validation of cable tray

hangers, conduit supports, and HVAC ducting and supports provide an adequate

technical basis to demonstrate compliance with the applicable regulatory

j

requirements and are sufficient to resolve the gencric technical issues related

to the as-built condition of the associated hardware.

However, several open

items were identified in these areas and we will require satisfactory resolution

i

of these issues in order to complete our review of these areas. Our final

conclusions will be based on a followup inspe; tion to address the Open Items

identified herein and to review the implementation of the design criteria and

analytical methodologies.

The results of this review will be documented in a

supplement to the CPSES Safety Evaluation Report.

In accordance with 10 CFR 2.790(a), a copy of this letter and its enclosure

will be placed in the NRC Public Document Room.

Sincerely,

8802160042 880209
