PEACH BOTTOM ATOMIC POWER STATION STATUS REPORT FOR THE PERIOD JUNE 3 - JUNE 20, 1988 Enclosed is the Peach Bottom periodic status report from the NRC Resident Office at Peach Bottom. Three NRC resident inspectors monitored activities at the plant during the report period.

These status reports are intended to provide NRC management and the public with an overview of plant activities and NRC inspection activities.

Subsequent inspection reports will address many of these topics in more detail.

I ENCLOSURE PEACH BOTTOM ATOMIC POWER STATION STATUS REPORT FOR THE PERIOD June 3 - June 20, 1988 1.0 Plant Status As of 8:00 a.m. on June 20, 1988, Unit 2 and 3 are in a cold condition per the March 31, 1987, NRC Order with coolant temperatures less than 212 degrees Fahrenheit.

The Unit 2 reactor vessel head was tensioned on June 20, 1988, and the mirror insulation is currently being installed.

The Unit 3 core is completely off loaded into the spent fuel pool.

2.0 Facility Operations Summary Unit 2 is in day 465 of its :eventh refueling outage that began March 13, 1987.

Unit 2 maintenance repair work is currently underway on 28 of 44 systems. Maintenance outage work on eight systems has been completed.

Unit 3 is in day 264 of its seventh refueling outage that began October 1, 1987.

New reactor recirculation piping installation is continuing and is approximately 93?! complete.

Piping installation is working toward a reactor vessel fill date of July 2, 1988.

3.0 Item of Special Interest On June 9,1988, PECo senior management met with NRC Region I management to discuss fitidings of the licensee's internal security investigation and audit reports. The licensee's corrective actions will be reviewed in future NRC inspections.

Region I received the Commonwealth of Pennsylvania's comments on Revision I of the "Plan for Restart of Peach Bottom Atomic Power Station." The June 16, 1988, letter was from Governor Casey's general council.

These comments will be considered during restart deliberations.

On June 19, 1988, a contractor supervisor found six apparently unopened Budweiser beer bottles (pony size) in a contractor break area within the protected area.

Further licensee investigation determined that a contractor had brought Iced tea to work in the beer bottles inside a lunch cooler, A Safeguards event phone call was later downgraded after the contents were determined to be non-alcoholic, i

40 Other Items of Interest The licensee made five emergency notification system reports to the NRC during this period.

On June 3, the licensee discovered an unanalyzed condition concerning the possible inadvertent injection of fire suppression carbon dioxide into the control room. On June 4, 1988, an inaavertent angineered safeguards features (ESF) actuation of shutdown cooling occurred during motor operated valve testing. On June 13, 1988, an inadvertent ESF actuation of reactor water cleanup occurred during wire splice inspections. On June 14, 1988, an inadvertent ESF actuation of drywell ventilation occurred during manipulation of drywell ventilation systems. On June 16, 1988, lightning strikes caused power to be lost to the emergency response facilities (ERF) on three separate occasions.

Emergency backup power was not available because the ERF diesel generator was blocked for maintenance.

5.0 NRC Activities During the Period Three NRC Resident Inspectors were assigned to monitor plant activities between June 3 and June 20, 1988.

A special inspection report (50-277/87-35; 278/87-35) assessing licensed operating crew performance on the Limerick Simulator was issued on June 2, 1988. The assessments were conducted between November 13, 1987 to January 14, 1988.

The crews were judged to be satisfactory in all areas assessed.

A routine resident inspection report (50-277/88-13; 50-278/88-13) was issued on June 13, 1988.

The inspection was conducted between April 23 to June 3, 1988.

No NRC identified violations were noted.
