1.0 INTRODUCTION

By letters dated December 16, 1987 and revised August 3,1988, System Energy Resources, Inc. (SERI or the licensee), requested an amendrnent to facility Operating License No. NPF-29 for the Grand Gulf Nuclear Station, Unit 1.

Tie proposed amendment would change the Operating License (OL) and the Technical Specifications (TS) to incorporate charges resulting from the May 26, 1987 revisicn to 10 CFR Part 55, "Operators' License."

The NRC staff has reviewed these submittals as described in Section 2.0 below.

2.0 EVALUATION 2.1 Operating License Condition 2.C.(30)

OL Condition 2.C.(30) states, "Permanent training center instructors and consultants assigned to training, who, after initial criticality will teach systems, integrated responses, transients, and sin:ulator courses to license candidates or NRC-licensed personnel, shall either derronstrate or have previously demonstrated their competence to the NRC staff by successful completion of a senior operatur examination prior to teaching licensed operators."

INPO) and is based on a system approach to training.

l This change is acceptable since the INPO accreditation program includes instructor evaluation and is in keeping with the intent of the Commission Policy Statement on Training and Qualifications of Nuclear Power Plant Personnel.

The licensee states that the training progran is based on a system approach to training, therefore, changes to the program can either be submitted fer NRC staff review or certified by the licensee as being both accredited and based en a systen approach to training.

These options are provided under revisier.: to 10 CFR Part 55.

-p-2.2 Technical Specification Section 6.3, "Unit Staff Oualifications" TS 6.3 states, "Each member of the unit staff shall meet or exceed the minimum oualifications of ANSI-N18.1-1971 for comparable positions and the supplemental requirements specified in Section A and C of Enclosure 1 of the March 28, 1980 NRC letter # to all licensees, except 'or the Chemistry / Radiation Control Superintendent who shall meet or exceed the cualifications of Regulatory liuide 1.8, September 1975##; the Shift Technical Advisor who shall meet or exceed the qualifications referred to in Section 2.2.1.b of Enclosure 1 of the October 30, 1979 letter to all operating nuclear power plants...."

SERI proposes to delete the phrase "and the supplemental requirements specified in Section A and C of Enclosure 1 of the March 28, 1980 NRC letterd to all licensees except for the Chemistry / Radiation Control Superintendent who shall meet or exceed the cualifications of Regulatory Guide 1.3, September 1975H; the Shift Technical Advisor who shall meet or exceed the qualifications referred to in Section 2.2.lb of Enclosure 1 of the October 30, 1979 NRC letter to all operating nuclear power plants" and replace it with, "except for the Chemistry / Radiation Control Superintendent and Shift Technical Advisor, who shall meet or exceed the education and experience requirements of ANSI /ANS3.1-1981 as endorsed by Regulatory Guide 1.8, Revision 2,1987, and licensed personnel who shall meet or exceed the criteria of the accredited license training program."

SERI also proposes to delete Footnote # and Footnote # to both TS 6.3 and 6.4.

Footnote # states, "Except that the experience and other training infonnation provided in the licensee's letter to the NRC dated July 29, 1985 are acceptable for the individuals listed in that letter." Footnote # states, "Except that the individual identified in Mississippi Power ano Light (MP4L) letter to the NRC, dated December 11, 1985, is considered qualified to hold the position of Chemistry / Radiation Control Superintendent based on the experi-ence, education, and other infonnation provided or referenced in that letter."

Deletion cf the first phrase of TS 6.3 and the replacement phrase proposed by the licensee are acceptable. This substitution makes the GGNS Technical Specifications consistent with the revision to 10 CFR Part 55 and Regulatory Guide 1.8, Revision 2, 1987.

Footnote # refers to the March 28, 1980 NRC letter to all licensees which was superseded by the revisions to 10 CFR Part 55.

Footnote H refers to an individual who now complies with the requirements of Regulatory Guide 1.8, Revision 2, 1987 The footnote is, therefore, no longer applicable.

4 2.3 Technical Specification Section 6.4, "Training" TS 6.4 states, "A retrainino and replacement program for the unit staff... shall meet or exceed the reouirements and recommendations of Section 5.5 of ANSI N18-1-1971 and Appendix "A" of 10 CFR Part 55 and the supplemental reauirements specified in Sections A and C of of the March 28, 1980 NRC letter to all licensees;...."

SERI proposes to:

(1) delete the phrase "the requirements and recommendatfors of Section 5.5 of ANSI N18-1971" and replace it with "INPO accreditation criteria," (2) delete the reference to "Appendix A" since the revision to 10 CFR Part 55 deleted this appendix, and (3) delete the phrase "and the supplemental reouirements specified in Sections A and C of Enclosure 1 of the March 28, 1980 NRC letter # to all licensees."

These deletions are acceptable as they make the TS consistent with the revisions to 10 CFR Part 55,

3.0 ENVIRONMENTAL CONSIDERATION

Pursuant to 10 CFR 51.21, 51.32, and 51.35, an environmental assessment and finding of no significant impact have been prepared and publif:ed in the Federal Register on November 30, 1988 (53 FR 48346). Accord i n.,11y,

based upon the environmental assessment, the Commission has determined that the issuance of this amendment will not have a significant impact on the quality of the human environment.

4.0 CONCLUSION

The Comnission has issued a Notice of Consideration of Issuance of Amendment to Facility Operatf'; License and Opportunity for Hearing which was published in the Federal Register (53 FR 32485) on August 25, 1988.

No petition to intervene or request for hearing has been filed on this action.

The staff has concluded, based on the considerations discussed above, that: (1) there is reasonable assurance that the health and safety of the public will not be endangered by operation in the proposed manner, and (2) such activities will be conducted in compliance with the Commission's regulations, and the issuance of the amendment will not be inimical to the common defense and security, nor to the health and safety of the public.
