SUBJECT:
CATAWBA NUCLEAR STATION - CAllBRATION TOLERANCES FOR TRIP SETPOINTS IN THE TECHNICAL SPECIFICATIONS (TAC MA3415 AND MA3416)
Dear Mr. Peterson:
By letter dated August 20,1998, Duke Energy Corporation (DEC) requested clarification of the staff's position regarding DEC's current practice of calibrating instrument trip setpoints within a two-sided tolerance band (t). This practice is different from that specified in the Catawba Technical Specifications (TS), Tables 2.2-1 and 3.3-4 for the Reactor Trip System, and the Engineered Safety Feature Actuation System. These tables require that the trip setpoints be set "5" (less than or equal to) or ">" (greater than or equal to) the data specified in the Trip Setpoint column.
]
l DEC stated, in a letter dated September 30,1998, that its existing setpoint calculations account for the two-sided calibration tolerances on trip setpoints. DEC also stated that the two-sided tolerance on the setpoint calibration is also used in the Standard Technical Specifications. Tha staff concludes that the current calibration methodology poses no safety concern and details of its conclusions are provided in the enclosed Safety Evaluation.
This completes the staff's effort on DEC's submittals cited above.
Sincerely, Ori_ginal signed ty Peter S. Tam, Senior Fypj'ect Manager Project Directorate ll-2 Division of Reactor Projects - 1/11 Office of Nuclear Reactor Regulation Docket Nos. 50-413 and 50-414

Dear Mr. Peterson:
By letter dated August 20,1998, Duke Energy Corporation (DEC) requested clarification of the staffs position regarding DEC's current practice of calibrating instrument trip setpoints within a two-sided tolerance band (1).
DEC stated, in a let'er dated September 30,1998, that its existing setpoint calculations account for the two-sided calibration tolerances on trip setpoints. DEC also stated that the two-sided tolerance on the setpoint calibration is also used in the Standard Technical Specifications. The staff concludes that the current calibration methodology poses no safety concern and details of its conclusions are provided in the enclosed Safety Evaluation.
This completes the staffs effort on DEC's submittals cited above.
