Philadelphia Electric Company supports the proposed rule change to 10 CFR 50.47(d) clarifying emergency planning prerequisites for fuel loading and low power operations as specified in the Federal Register, Volume 53, No. 89, May 9, 1988.
This proposed change: (1) is in the best interest of ensuring station and public health and safety during fuel loading and initial low power operation of a nuclear power plant, and (2) establishes clear emergency planning standards and direction for licensees during the licensing process. i 1
