HID-YEAR 1988 ASSESSMENT OF REGIONS The enclosure provides the PDSNP mid-year assessment of Region Irplementation of NRR programs during the period July 1988 - June 1989. Because of the fact that PDSNP deals with all regions, I thought wr perspective would be useful.

For this period, I have limited our assessinent to two areas.

f SAFETV Resp 0NSIBIL!TV Regions I, !!, !Y, and Y have identified problems that could affect safety while carrying out their inspection programs at non-power reactors. Regional concerns were transmitted to headquarters in a timely manner, coordination was maintained and, when necessary, appropriate action has been taken.

Illustrative examples of these include the method used at University of Virginia to calculate shutdown margin, receipt of unqualified Co-60 sources in the reactor pool at Washington State University, improper monitoring devices and poor control of a high radiation area at Texas A&M resultilig in a chil penalty, continuing prob ' ems at the University of Utah and Georgia Institute of Technology that resJ1ted in temporary reactor shutdowns, notification to the cognizant Project Manager of potential problems at AFFRI that were identified during an inspection, and an increase in inspettien frequency at the University of Lowell to assure that there was not a fitness for duty problem.

OL MAINTENANCE AND REGULATORY IMPROVEMENTS Regions I, !!, !!! and V have supported licensing actions at various non-power reactors. Their responses have been timely and technically accurate.

Selected examples include continuing support by Region I for an amendment request by Saxton, Region !!'s support of the Memphis State University license termination, corcents by Region V for decommissioning plans submitted by UCLA and Berkeley, and closecut inspections by Region !! and !!! to verify that radiation levels were low enough to terminate the licenses.
