This letter confirms the Remote Shutdown Testing agreements reached with members of your staff during a February 4,1988 telephone conference. The attachment provides revisions, clarifications and supplemental information to the remote shutdown demonstration description provided in the referenced submittal . Our understanding is that the planned remote shutdown capability demonstration, as described in the reference and in the attached supplement, is considered acceptable by your staff.

- - Attachment GCA 88-061 REMOTE SHUTDOWN DEMONSTRATION

1. The procedure used to perform the remote shutdown capability demonstration will be a Special Test Procedure (STP). The STP will be written in the spirit of Casualty Procedure OP-C.13a, "Plant Shutdown from Outside the Control Room". The OP-C.13a methodologies for secondary side heat removal control and RCS inventory control will be used in the STP. As described in the previous submittal, certain portions of OP-C.13a, such as remote control of Reactor Coolant Pump (RCP) seal injection, will not be demonstrated in the interest of plant and equipment safety. 'he District will submit the STP, with an accompanying description of differences from OP-C.13a, prior to test performance.
2. The cumulative primary side temperature change demonstrated during testing will .be at least 500F. This will be accomplished by a series of smaller temperature increases and decreases of approximately 200F. Each temperature change will be accomplished in a controlled manner, and will be preceded and succeeded by a stabilized temperature plateau.
3. The test will be performed with the minimum shift staffing as prescribed by Administrative Procedure AP.23, "Conduct Of The Operations Division."

Additional personnel may participate as observers.

4. The test will begin at hot shutdown following the planned 25%FP trip test. This will provide for decay heat in the core during testing, and thus more closely simulate the postulated plant conditions during a remote shutdown.
