VOGTLE ELECTRIC GENERATING PLANT RESPONSE TO GL 98-02, LOSS OF REACTOR COOLANT INVENTORY AND ASSOCIATED POTENTIAL FOR LOSS OF EMERGENCY MITIGATION FUNCTIONS WHILE IN A SHUTDOWN CONDITION On May 28,1998 the NRC issued Generic Letter (GL) 9R-02 to request information necessary to assess licensee's susceptibility to a common-cause failure of their emergency core cooling system (ECCS) as a result of reactor coolant system (RCS) drain down while in a shutdown condition. Specifically, licensees were required to evaluate their susceptibility to an event similar to that which occurred at Wolf Creek on September 17,1994. During this event a portion of the RCS inventory was inadvenently pumped to the RWST lowering the RCS level and increasing the RWST temperature such that water flashed to steam in the common ECCS suction header. this steam could have bound all of the ECCS pumps. This event was also the subject of O
Information Notice (IN) 95-03 dated January 12,1995. Provided as an attachment to this letter is the information requested by GL 98-02.

design features, such as common pump suction header, which can render the systems susceptible to common-cause failure as a result of events similar to the Wolf Creek RCS drain down event of September 17,1994.
SNC Response SNC conducted a thorough review of the ECCS piping and determined that the VEGP ECCS design is susceptible to the event that occurred at Wolf Creek.
Item 2 of GL 98-02 Prepare, with consideration of plant-specific design attributes, a description of the features ofyour Appendix B quality assurance program (for example, the methods used to verify valve position, the controls in place to assure compliance with plant surveillance, maintenance, modification and operating procedures, and the adequacy of operator training for such activities) that provide assurance that the safe.ty-related functions of the RH.R system and ECCS will not be adversely atTected by activities conducted at hot shutdown (such as occurred at Wolf Creek).
SNC Response A description of the programs, procedures and controls in place to preclude such an event is available at VEGP for review.
