REPORT NOS. 50-424/87-58 AND 50-425/87-40
The NRC Systematic Assessment of Licensee Performance (SALP) Board has
completed its periodic evaluation of your Vogtle facility.
The facility was
evaluated for the period of October 1,1986, through September 30, 1987.
The
results of the evaluatinn are documented in the enclosed SALP Board Reports.
These reports will be discussed with you at Vogtle on January 19, 1988.
The performance of your Vogtle Unit 1 facility was evaluated in the functional
areas of plant operations, radiological controls, maintenance, surveillance,
fire protection, emergency preparedness, security, outages, quality programs
and administrative controls affecting quality, licensing activities, training
and qualification effectiveness, preoperational testing, and startup testing.
The performance of your Unit 2 facility was evaluated in the areas of soils and
founcations, containment, safety-related, and major steel supports, piping
systems and supports, safety-related components, auxiliary systems, electrical
equipment and cables, instrumentation, quality programs and administrative
controls affecting quality, and preoperational testing.
The level of performance of your Vogtle Unit 1 facility was satisfactory.
Management involvement was evident in facility activities and indicated
appropriate attention to significant nuclear safety issues.
We note the
continued strength in the area of emergency preparedness and your substantial
improvements in the areas of training and maintenance.
Weaknesses were
identified in the areas of operations and physical security.
The major
contributions to the weakness in operations was due to the operators' failure
to pay sufficient attention to detail.
Your problems with regard to excessive
reactor trips and ESF actuations appear to have decreased during the latter
part of the SALP period.
The weakness in physical security was primarily due
to lack of management attention and resulted in inadequacies in system
hardware, procedures, and training. Although considerable management attention
was focused on this area during the latter part of the SALP period, and
improvements have been recognized in these areas, continued management
attention is required.

We note the continued strengths in the areas of soils and foundations,
containment and major supports, and quality programs and the improvements in
the areas of piping systenis and supports, safety-related components, auxiliary
systems and instrumentation.
Performance and preparation in the area of Unit 2
preoperational testing were noted as strengths.
Strong management leadership
and active participation were evident at Vogtle Unit 2 and the conduct of
activities showed a proper concern for quality.
Any coments you have concerning our evaluation performance of your facility
should be submitted to this office within 30 days following the date of our
meeting at your Vogtle facility.
Your coments (if any), a sumary of our
November 18, 1987 meeting, and my disposition of your coments will be issued
as an appendix to the enclosed SALP Board Report.
Should you have any questions concerning this letter, we will be glad to
discuss them with you.
