.During an NRC inspection conducted during the period April 16 through May 31,.

1988, violations of NRC requirements were identified.

The violations involved failure to issue a temporary procedure change, and failure to have adequate drawings.

In accordance with the "General Statement of Policy and Procedure-for NRC Enforcement Actions," 10 CFR Part 2, Appendix C (1988), the violations are listed below:

A.

Failure to Issue a Temporary ~ Procedure Change 10 CFR Part 50,_ Appendix B, Criterion V, and!the licensee's approved Quality Assurance Plan require that activities shall be prescribed by documented instructions, procedures, or drawings.

Surveillance Procedure 6.3.12.6 "Diesel Generator 'Annisal Inspection," Revision 20, dated June 12, 1986, Step B.8.b requires that polarization index readings be taken at 2000V.'

Section V.F.1 of Cooper Nuclear Station Procedure 0.4,.

"Preparation,. Review, and Approval of Procedures," Revision 11, dated February 18,-1988, requires that a temporary procedure change be issued if necessary to fulfill the, requirements of.a special situation.

Contrary to the above, in March and April of 1988, polarization index readings for the diesel generators were taken'at 2500V in:,tead of 2000V and no temporary procedure change was, issued for Step B.8.b of Surveillance Procedure 6.3.12.6.

This is a Severity Level IV violation..(Supplement I)(298/8814-01)

B.

Failure to Have Adequate Drawings 10 CFR Part 50, Appendix B, Criterion'V, and the licensee's approved Quality Assurance Plan require that activities shall be prescribed by documented drawings of a type appropriate to the circumstances.

Contrary to the above, on May 21, 1988, the interim as-built drawing for the Standby Liquid Control System in the control room (Burns & Roe 2045) was found to be inappropriate in that certain sections, affected by a design change, appeared to be blacked out and were unreadable.

This is a Severity Level IV violation. (Supplement I)(298/8814-02)

Pursuant to the provisions of 10 CFR 2.201, Nebraska Public Power District is hereby required to submit to this office, within 30 days of the date of the letter transmitting this Notice, a written statement or explanation in reply, including for each violation:

(1) the reason.for the violation if admitted, (2) the corrective steps which have been taken and the results achieved, g6300269880624 O
