and OPPD-NA-8302-NP, Revision 2 "0 PPD Nuclear Analysis Reload Core Analysis Methodology, Neutronics Design l'ethods and Verification"; and OPPD-NA-8303 P.

Revision 2 and OPPD-NA-8303-NP, Revision 2. "0 PPD Nuclear Analysis, Reload Core Ar.alysis itethodology, Transient and Accident Methods and Verification" and requested that it be withheld from public disclosure pursuant tc 10 CFR 2.790.

You stated that the submitted information should be considered exeopt fron randatory public disclosure for the following reasons:

Omaha Public Power District (OPPD) has obtained this infornation fror docurents which identify this inforn;ation as being owned by Combustion Engineering, Inc. (CE) or by Advanced Nuclear Fuels Corporation (ANFC),

forr>erly Exxon Fuel Company, Inc.

It is the opinion of CE and ANFC that the information in question contains trade sacrets and/or privileged or confidential coerercial or financial information. The CE and ANFC inferriation was purchased by OPPD under a proprietary informatien agreerent.

We have reviewed your application and the material in accordance with the requirements of 10 CFR 2.790 and, on the basis of OPPD's statements, have determined that t.<e submitted information sought to be withheld contains trade secrets or proprietary corstercial information.

Therefore, the version (s) of the submitted information marked as proprietary willbewithheldfrompublicdisclosurepursuantto10CFR2.790(b)(5)and Section 103(b) of the Atomic EnerCy Act of 1954, as arended.

Withholding from public inspection shall not affect the right, if any, of persons properly and directly concerned to inspect the docurents.

If the need arises, we may send eccies of this information to our consultants working in this area. We will, of course, ensure that the consultants have signed the apprcpriate agreetuts for handling proprietary information.
