INSERVICE INSPECTION RELIEF REQUEST REGARDING SEMI-ELLIPTICAL CIRCUMFERENTIAL RV NOZZLE-TO-PIPE WELDS FOR THREE MILE ISLAND, UNIT 1 (TMl-1) (TAC No. MA0437)
Dear Mr. Langenbach:
By letter dated December 19,1997, you sent the NRC a letter, the stated purpose of which was to provide confirmation of the plant specific applicability of a generic NRC staff SER (safety evaluation report) to TMI-1 and to request plant-specific relief from the requirement to perform j
extemal surface examinations of the reactor vessel nozzle-to-pipe welds connected to the TMI-1 Core Flood and Reactor Coolant System hot and cold leg piping. Subsequently, by letter dated June 1,1998, the NRC staff requested additionalinformation (RAI) related to the proposed t
relief request. By letter dated July 9,1998, you responded to the RAI. You stated that the purpose of your December 19,1997, letter was to satisfy the conditional relief granted by the NRC staff in its October 8,1992, safety evaluation (SE) of your requested relief RR-01, RR-01 had been submitted as part of your April 19,1991, second 10-yearinterval inservice Inspection Plans and Schedufes. The staff's October 8,1992, SE stated that the proposed attemative of a volumetric inspection from the inner diameter is acceptable, provided the licensee meets the following conditions:
(1) The remote volumetric examination includes the entire weld volume and heat affected zone instead of only the inner one-third of the weld.
(2) The ultrasonic testing instrumentation and procedures are demonstrated to be espable of 3
detecting outer diameter surface connected defects in the circumferential orientation in a laboratory test block.

and adjacent base metal % inch on each cide of the weld, and to qualify the contractors b.[
(Babcock and Wilcox Nuclear Services) inspection technique in order to meet the above conditions. The qualification of the inspection technique was pursued generically by the Babcock and Wilcox Owners Group (BWOG) and approved by NRC staff in a letter dated March 21,1996.
In its letter the NRC staff stated that licensees using the BWOG topical report (TR) as a basis for relief must confirm the plant specific applicability by demonstrating that the input stresses under normal / upset and emergency / faulted conditions for its plant are the result of using the bounding transient in the analysis and the material in its inlet, outlet, and core flood nozzles is either A508 Class 2 low a!!oy steel or SA 336 (316) stainless steel.
