Docket No. 50-219 Confirmatory Order of November 5, 1987 This letter is to inform you of the status of William Reilly's training and qualification program for a NRC reactor operator license. Mr. Reilly currently does not hold a license issued by the NRC. As you are aware, Mr.
Reilly was a member of the operating Shift B and was on duty during the September 11, 1987 Safety Limit Violation.
Mr. Reilly at that time was and continues to be in training for his reactor operator license.
As part of the training program he is required to stand watch and manipulate various controls in the control room under the direct supervision of a licensed reactor operator. GPUN intends to allow Mr. Reilly to continue with this aspect of his training and qualification program.
GPUN believes that this training activity does not constitute "licensed duties" under the Confirmatory Order of November 5, 1987 and, therefore, does not require the Regional Administrator's approval.
The Confirmatory Order states:
"The licensee shall prohibit any member of the operating Shift 8 who was on duty on September 11, 1987 from performing licensed duties unless the licensee notifies and obtains the approval of the NRC Regional Administrator, Region I, prior to returning such a person to licensed duties....",
