Gentlemen:

On January 7,

1988, AlChemIE representatives met with NRC and DOE personnel to discuss a safeguards program for AlChemIE gas centrifuge operations.

Specifically, these discussions involved protective measures to assure that no uranium would be enriched by A1ChemIE.

In the meeting, the NRC provided a regulatory approach entitled Protection Against Clandestine Enrichment In A Licensed Gas Centrifuge Facility.

Provided, as an attachment hereto, is A1ChemIE's response to NRC's suggested measures.

In that A1ChemIE anticipates initiating operations in the near future, resolution of the safeguards issue in a timely manner is critical.

To accomplish this it is recommended that AlChemIE meet with the staff during the first week of February.

Finally, and in accordance with 10CFR 2.790 (d) the information contained in the attachment is considered proprietary.
