Response to Generic Letter 88-11, NRC Position on Radiation Embrittlement of Reactor Vessel Materials and Its Impact on Plant Operations.

Gentlemen:

Generic Letter 88-11 (Log No. 2648), dated July 12, 1988, requested licensees to submit the results of a technical analysis and proposed schedule for implementing the methods of Regulatory Guide 1.99, Revision 2, "Radiation Embrittlement of Reactor Vessel Haterials", in establishing the reactor coolant system pressure-temperature limits contained in the Technical Specifications. Toledo Edison (TE) herevith provides the requested information.

The Davis-Besse Nuclear Power Station (DBNPS), Unit No. 1 reactor coolant system pressure-temperature and lov temperature overpressurization protection limits were recently revised in Operating License Amendment No. 116, dated August 19, 1988. The development of these limits vere based on the methods presented in Draft Regulatory Guide 1.99, Revision 2 dated February 17, 1987 as stated in TE's License Amendmerit Request proposing the revisions (Serial No. 1490, dated March 30, 1988, and Serial No. 1510, dated May 4, 1988).

Since Draft Regulatory Guide 1.99, Revision 2 contains more conservative assumptions than those of Regulatory Guide 1.99, Revision 2 dated May 1988 i -
