Gentlemen:
This. refers to the inspection conducted by Messrs. J. E. Gagliardo and
G. A. Pick of this office during the period April 4-8 and 18-22, 1988, of
activities authorized by NRC Operating License DPR-40 for the Fort Calhoun
Station, and to the discussion of our findings with members of your staff at

the conclusion of the inspection.
The area examined during the inspection was the licensed operator training
program. Within this area, the inspection consisted of selective examination
of procedures and representative records, interviews with personnel, and
observations by the NRC inspectors. The inspection findings are documented in
the enclosed inspection report.

During this inspection, it was found that certain of your activities were in
viola *. ion of NRC requirements.
Consequently, you are required to respond to
)
this violation, in writing, in accordance with the provisions of Section 2.201
'
of the NRC's "Rules of Practice," Part 2. Title 10, Code of Federal
Regulations.
Your response should be based on tne specifics contained in the
Notice of Violation enclosed with this letter.
We have also examined actions you have taken with regard to previously
identified inspection findings.
The status of these items is identified in
paragraph 2 of the enclosed report.
We are concerned about the weaknesses, identified in paragraph 3 of the
enclosed report, regarding the apparent inattention to detail which resulted in
individuals, whose qualifications had lapsed, performing signature approval
,
normally assigned to licensed senior reactor operators.
As part of your
response to the Notice of Violation, please address the corrective actions you
have taken or plan to take to assure that this problem does not recur.
The response directed by this letter and the accompanying Notice is not subject
,
to the clearance procedures of the Office of Management and Budget as required
by the Papemork Reduction Act of 1980, PL 96-511.
