Dear Mr. Stout,
The purpose of this letter is to request an extension to our Special Nuclear Material License, SNM-561 Docket or Reference No.70-622, presently scheduled to expire 31 January 1999. The basis for this extension request is because of our compliance with the conditions stipulated in 10 CFR 70.38 (a)(2). It is the understanding of this office that the subsequent approval of this request will negate the need to prepare / submit a license renewal package for the SNM-561 license, as the license as it presently exists would remain in effect.
As an update to our 31 July 1998 correspondence to your office ( enci ) the NRC Region I Office has since amended our Broad Scope License,29-00047-02 ( Amendment No. 43 ), to now also include items 6.A. - C. from the SNM-561 license, along with an amendment that authorized the transfer of a cesium-137 containing self shielded irradiator ( NRC license no. 29-00047-%
j (Amendment No. 20 )) from Bldg. 3030, as part of the effort to subsequently terminate our SNM-561 license. That cesium-137 containing irradiator was relocated to another authorized location

on post on 18 Nov.1998. Again, as is stated in our 31 July correspondence to your office, the support documentation for the anticipated final close-out survey of Bldg. 3030 will be provided to your office once that survey is conducted in support of a request to terminate the SNM-561 license at that time.

The purpose of this letter is to request amendment to Special Nuclear Material

License, SNM 561, to reflect the recent transfer of the uranium enriched sealed MTR-type fuel elements to the U.S. Department of Energy ( DOE ). These elements are i
depicted in item 6.D. on NRC Form 374 of the SNM-561 license. The elements, which are also at times referred to as CFX plates, were received by Lockheed Martin Energy -
Systems at the DOE Y-12 Plant in Oak Ridge, Tennessee prior to 30 June 1998. An unclassified version of the Nuclear Material Transaction Report, NRC Form 741, that j

In another recent piece of correspondence to NRC - Region I, which you have been copy furnished, this office has requested permission to transfer this irradiator to another facility on post. When the amendment request to that "06" license is granted, and the irradiator, in turn, subsequently transferred out of the building, this office will conduct an anticipated final status close-out 43@hMu1F M.
