Dear Dr. Paperiello:

By letter dated October 31,1997 (Reference 1), USEC submitted a certificate amendment request (CAR) containing the Safety Analysis Report Update (SARUP) required by Issue 2 of DOE /ORO-2027," Plan for Achieving Compliance with NRC Regulations at the Portsmouth Gaseous DitTusion Plant" (the Compliance Plan), for NRC review and approval. By letters dated April 30,1998 (Reference 2) and October 19,1998 (Reference 3), USEC submitted proposed changes to the SARUP certificate amendment request. This letter provides additional changes to the SARUP certificate amendment request.

USEC's October 31,1997 letter contained the following commitment (Enclosure 1, Table 1, item 5):

The SARUP re-classifies the X-330 rail cars for tails cylinders as Q components. A seismic analysis will be performed to assess the capacity of the rail cars to withstand j

the evaluation basis earthquake event. The results of the analysis, including the identification of any necessary modifications and the associated implementation schedule, will be submitted to the NRC by August 3,1998.

4 In accordance with this commitment, a seismic analysis of the rail cars was completed and a summary of the results was submitted to the NRC on July 31,1998 (Reference 4). In Reference 4, USEC l

committed to revise the boundary description in SARUP Table 3.8-1 for the rail cars and to submit the revision to the NRC by November 20,1998.

In accordance with this commitment, SARUP Table 3.8-1 has been revised to clarify the "Q" y

l boundary for the rail cars. SARUP Section 3.8.6.3.3 has also been revised to reflect the conclusions l

from the seismic study. Enclosure 2 to this letter provides a detailed description of the proposed changes to SARUP. Revised SARUP pages and insertion / removal instructions are provided in. Revisions are noted by a revision bar in the left-hand page margin. The conclusions stated in Enclosure 2 to Reference 1, that the proposed changes associated with the CAR are significant, are not affected by this revision and thus no significance determination is provided..

The purpose of this submittal is to provide revised pages to the Safety Analysis Report Update (SARUP) previously transmitted in USEC letters GDP 97-0189, dated October 31,1997 (Reference 1); GDP 98-0096, dated April 30,1998 (Reference 2); and GDP 98-0212, dated October 19,1998 (Reference 3) for NRC review and approval.

2.0 Description of Submittal The following changes are included in this submittal which modify the latest version of the SAR Update certificate amendment request. The revised pages are included in Enclosure 3.

A.

The Revision Log has been updated to reflect the changes included in this revision.

B.

The List of Effective Pages has been updated to reflect the changes included in this revision.

SARUP Section 3.8.6.3.3 has been revised to reflect the conclusions from the rail car seismic study.

SARUP Table 3.8-1 has been revised to reflect the new "Q" boundaries for the rail cars. The boundary includes the cylinder saddle, supports, and associated attachments to the rail car frame; the rail car frame; and the rail car truck assembly.

3.0 Basis for the Revision The SARUP re-classifies the X-330 rail cars for tails cylinders as Q components. The L

previously submitted SARUP "Q" boundary description for the rail cars provided no specificity pending completion of a seismic analysis of the rail cars. The changes to the "Q" boundary definition l

for the rail cars contained herein (SARUP Table 3.8-1) are based on the results of the completed seismic analysis (described in Reference 4) and include those components that are within the load path for a cylinder being carried on a rail car.

The liquid UF, cylinder handling equipment shall not fail in a manner to cause UF primary system 6

failure. Theliquid UF cylinder handling equipment provides for the safe movement ofliquid UF, cylinders.

3.8.6.3.2 Functional Reaulrements The liquid UF cylinder handling equipment shall be designed in accordance with the following 6

functional requirements to ensure the capability to accomplish the required safety function:

The cylinder handling equipment shall be designed to withstand the evaluation basis earthquake and not fail in a manner such that the cylinder will be dropped and failure will occur.

3.8.6.3.3 System Evaluation

'Ihis system includes scale carts and railcars used for moving cylinders that contain liquid UF.. The required safety ftmetion associated with the liquid UF. cylinder handling equipment is that it must not fail in a manner that will result in the failure of a cylinder during normal operadon, upset events that do not address (g) failure of the equipment, or natural phenomena events. By protecting the integrity of the cylinders, this system provides protection for on-site perwnnel and the off-site public from releases that could result if the system failed. Administrative controls require that (1) the UF, cylinder handling equipment be approved for the applicable use before handling UF, cylinders, (2) filled cylinders must complete a prescribed cooldown period l before they are moved with handling equipment not approved for use with liquid UF. cylinders, (3) cylinder l handling cranes be inspected daily (prior to first use) for obvious defects, and (4) a railcar carrying liquid l cylinders shall not be loaded with greater than three type 480 cylinders filled with liquid UF.

6 The scale carts and railcars were evaluated to assess their ability to withstand natural phenomena events. The analyses indicated that the scale carts will not % ave any structural damage, will remain in place, l ar.d will not release their loads during an evaluation l' asis earthquake. The scale carts and railcars are insensitive to evaluation basis wind loadings. Floods do not reach the elevation of the facility and, therefore, do not threaten equipment capabili+y.

Pud on the design requirements and administrative controls, the safety fueruon for the UF. cylinder handling cgaipment can be accomplished.
