4 NOV 2 3 E08 ENCLOSURE 1 NOTICE OF VIOLATION Carolina Power and Light Company Docket Nos. 50-325 and 50-324 Brunswick 1 and 2 License Nos. DPR-71 and DPR-62 During the Nuclear Regulatory Comission (NRC) inspection conducted on October 1-31, 1988, a violation of NRC requirements was identified. in accor-dance with the "General Statement of Policy and Procedure for NRC Enforcement Actions," 10 CFR Part 2, Appendix C (1988), the violation is listed below:

Technical Specification 6.8.1.f requires that written procedures be implemented for the fire protection program. Fire Protection Procedure FPP-014, Control of Combustibles, Transient Fire Loads, and Ignition Sources, Section 8.4.2.1, requires that the use of wood inside or adjacent to restricted buildings shall be permitted only when substitutes are not available. In addition, the procedure requires that if wood must be used, only fire retardant wood shall be u'..ed and only af ter a review of the Transient Combustible Threshold Limits.

Contrary to the above, FPP-014 was not implemented in that, on and before October 20, 1988, non-fire retardant wood was used inside the service water building, a restricted area, and further, no review of transient combustible threshold limits were conducted.

This is a Severity Level IV violation (Supplement I).

Pursuant to the provisions of 10 CFR 2.201, Carolina Power and Light Company is hereby required to submit a written statement or explanation to the Nuclear Regulatory Commission, ATTN: Document Control Desk, Washington, DC 20555, with a copy to the Regional Administrator, Region II, and a copy to the NRC Resident inspector, Brunswick, within 30 days of the date of the letter transmitting this Notice. This reply should be clearly marked as a "Reply to a Notice of Violation" and should include: (1) admission or denial of the violation, (2) the reason for the violation if admitted, (3) the corrective steps which have been taken and the results achieved, (4) the corrective steps which will be taken to avoid further violations, and (5) the date when full compliance will be achieved. Where good cause is shown, consideration will be given to extending the response time.
