The enclosed documents and information constitute formal request to amend the Michigan State University TRIGA Reactor Operating License R-114 to a "Possession Only" status. This request is part of the current plans to decomission the reactor and voluntarily surrender the facility operating license under provisions in 10 CFR 50.82.

A sumary of the current decomissioning schedule is as follows:

. December 23, 1988. 01smantlement/decomissioning operations are intended to follow shortly after the defueling operations. However, the decomi
sioning plan, which is currently being written will have to be reviewed, approved,

, and a dismantlement order issued by the Comission before such opnrations can ,

begin. It is currently planned to have the decomissioning plan submitted to the NRC for review by January 2,1989.

3 (Q This request for amendment to the operating license for possession only (without fuel) is being submitted early for NRC review. MSU hopes that this will reduce the amount of time that is normally necessary for such an approval (i.e. Upon notification from MSU that all reactor fuel has been transferred off-site, the NRC can issue this amendment to possession only).

In conjunction with this request for amendment, the licensee requests waiver from both the Physical Security Plan and the Emergency Plan upon removal of the fuel from the reactor facility.

The documents listed below are provided in support of this request for amendment.

- j i REQUESTED CHANGES TO OPERATING LICENSE R-114 I The following are suggested changes to be made to the conditions currently specified in the MSU TRIGA Reactor Facility Operating License R-114, i CONDITION 2.8 should be changed to read:

1. Pursuant to Section 104c of the Act and 10 CFR Part 50, "Domestic l

} Licensing of Production and Utilization Facilities," to possess the  !

reactor as a utilization facility in accordance with the procedures  ;

i and limitations described in the application and in this license'  !

2. Pursuant to the Act and 10 CFR Part 70, "Domestic Licensing of f

l Special Nuclear Material," to possess up to 2 grams of contained  ;

i uranium 235 in connection with reactor instrumentation (fission  !

l chamber).

! 3. Pursuant to the Act and 10 CFR Part 30, "Rules of General I Applicability to Domestic Licensing of Byproduct Material," to

possess for storage only a 3 curie sealed americium-beryllium
neutron source, and to possess, but not to separate, such byproduct i i material as may have been produced by operation of the reactor. [
