Regulatory Guide (RG) 1.97 Inspection - Davis-Besse Nuclear Power Station - Unit 1 This letter confirms the dates of December 12 through December 16, 1988, for the NRC RG 1.97 inspection in regard to post-accident monitoring instrumentation.

These dates were established during a telephone conversation between Mr. B. Shingleton of your staff and Mr. M. J. Kopp of my staff.

The inspection will be perfonned by a three member inspection team with Mr. M. J. Kopp as lead inspector.

We plan to inspect the following areas:

Review of master equipment list for inclusion of Category I and 2 instruments, and for justification of omission of any items or variables required by RG 1.97 and the final NRC RG 1.97 SER.

Review of adequacy of demonstrated instrument loop accuracy for selected Category I and 2 instruments.

Review of range of instslied RG 1.97 instruments, adequacy of equipment interfaces, and direct measurement of parameter by sensors.

Review of frequency of testing and calibration of selected RG 1.97 instruments.

Review of installation of instruments in the plant; adequacy of display and recording signals in the control room; and identification in the control room of selected RG 1.97 instrumentation (plant walkdown).

Review of instrument redundancy, physical and electrical separation of circuits and power supplies; and integrity of power sources of selected RG 1.97 instrumentation.

Review of previously identified 10 CFR 50.49 findings and any new EQ equipment.

NOV 2 9 IN A management entrance meeting is scheduled for 2:00 p.m. on December 12, 1988.

A plant walkdown is scheduled for December 14, 1988, and an NRC exit meeting is scheduled for 11:00 a.m. on December 16, 1988. To facilitate NRC preparation for this inspection, your staff has been requested to submit the following documents no later than November 15, 1988 (NOTE: Region III has received the requested documents):

1.

Licensee's master equipment list identifying RG 1.97 Categories 1 and 2 instruments.

2.

Final NRC SER on RG 1.97 equipment, as well as any NRC acceptance of deviations to RG 1.97.

3.

Final NRC SER's on DCRDR and SPDS reviews.

You are requested to make a presentation at the entrance meeting to address your inplementation of RG 1.97 and arrangements for a plant walkdown.
