RESPONSE TO NRC BULLETIN 88-04 (TACS 69923 and 69924)
On May 5, 1988, the NRC staff issued NRC Bulletin 88-04, "Potential i
Safety-Related Pump Loss." The bulletin requested the evaluation of all safety-related pumps for 1) pump-to-pump interaction during miniflow operation I
that could result in dead-heading of one or more of the pumps and 2) the adequacy of the minimum flow bypass lines with respect to damage resulting from operation and testing in the minimum flow mode. The b0lletin also requested that within 60 days of receipt of the bulletin, licensees provide a i
written response that (a) sumarizes the problems and the systems effected, (b) identifies the short-term and long-term rodifications to plant operating l
l procedures or hardware that have been or are being implemented to ensure safe plant operations, (c) identifies an appropriate schedule for long-term resolution of this and/or other significant problems that are identified as a t
result of this bulletin, and (d) provides justification for continued l
operation particularly with regard to General Design Criterion 35 of Appendix A i-to Title 10 of the Code of Federal Regulations (10 CFR Part 50), "Emergency Core Cooling" and 10 CFR 50.46, "Acceptance Criteria for Emergency Core l
Cooling Systems for Light Water Nuclear Power Reactors." Additionally, the j
staff reqvested that within 30 days of completion of the long-term resolution actions, that licensees provide a Written response describing the actions taken.
l By letter dated July 11, 1988, you responded to Bulletin 88-04. Your response 1
provided the information requested in a, b, c, and d above.
Based upon your j
]
evaluation, you have concluded that pump dead-heading and/or inadequate minimum flows to preclude pump damage as discussed in the bulletin are not I
problems at the Hatch plant. Accordingly, there are no long-term actions remaining to be resolved. Your response fulfills the requirement for 2
responding to Bulletin 88-04.
