Gentlemen:
This refers to the inspection conducted by Messrs. W. F. Smith and T. R. Staker
of this office during the period September 17 through October 31, 1988, of
activities authorized by NRC Operating License NPF-38 for the Waterford Steam
Electric Station. Unit 3 and to the discussion of our findings with Mr. R. P.
Barkhurst and other rembers of your staff at the conclusion of the inspection.
Areas examined during the inspectien included plant status, onsite followup of
events, operational safety verification, monthly maintenance observation,
monthly surveillance observation, and licensee event report followup. Within
these areas, the inspection consisted of selective examination of procedures
and representative records, interviews with personnel, and observations by the
NRC inspectors. The inspection findings are documented in the enclosed
inspection report.
During this inspection, it was found that certain of your activities were in
violation of NRC requirerents. Consequently, you are recuired to respond to
this violation, in writing, in accordance with the provisions of Section 2.201
of the hRC's "Fules of Practice," Part 2 Title 10, Code of Federal
Regulations.
Your response should be based on the specifics contained in the
Notice of Violatien enclosed with this letter.
One unresolved item is icentified in paragraph 3 of the enclosed inspection
report.
We have also examined actions you have taken with regard to previously
identified inspection findings. The status of these items is identified in
paragraph 7 of the enclosed report.
The response directed by this letter and the accerpanying Notice is not subject
to the clearance procedures of the Office of Management and Budget as required
by the Paperwork Reduction Act of 1980, PL 96-511.
