Gentlemen:

This refers to the inspection conducted by Mr. J. R. Boardman of this office

during the period April 18-22, 1988, of activities authorized by NRC Operating

License NPF-38 for the Waterford Steam Electric Station, Unit 3, and to the -

'

discussion of our findings with Mr. N. Carns and other members of your staff at

the conclusion of the inspection.

The area examined during the inspection was your corrective action system.

Within this area, the inspection consisted of selective examination of

procedures and representative records, interviews with personnel, and-

observations by the NRC inspector.

The inspection findings are documented in

the enclosed inspection report.

During this inspection, it was found that certain of your activities were in

violation of NRC requirements.

Consequently, you are required to respond to

this violation, in writing, in accordance with the provisions of Section 2.201

of the NRC's "Rules of Practice," Part 2, Title 10, Code of Federal

Regulations.

Your response should be based on the specifics contained in the

Notice of Violation enclosed with this letter.

An unresolved item is identified in paragraph 2.a. of the enclosed inspection

report.

The response directed by this'1etter and the accompanying Notice is not subject

to the clearance procedures of the Office of Management and Budget as required

by the Paperwork Reduction Act of 1980, PL 96-511.
