a drug f ree environment when working in the Control Room. JABC a Shift Supervisor in the Control Room, I am very aware of the requirements that Operators have full mental faculties while operating a Nuclear Power Plant.

What I don't agree with is the heavy handed I..ethod proposed by the NRC in this rule making. As seems to be '.he trend in this business negative motivation is used to "make the workplsco better". This assumes that anyone in the Control Room must be on drugs. I am proud of what I do and where I work. Yet repeatedly I hear f rom the Commissioners in newspaper articles and transcripts that the operators are not up to "Par" as the NRC would like them to be. Increasingly the answer has been to monitor the operator as in drug testing. inspection visits to the Control Room on back shif ts and NRC requalification. This makes some of us who had intenced to make Nuclear Power a career wonder about our choice of profession.

To motivate the people under your charge such as the license operator a pcsitive motivation approach should be used. This would include drug training with yearly testing and testing for cause. The latter two programs are in place at the Callaway Plant. I believe wit's these testing programs in place now that as f ar as I cari determine the Callaway Plant is a drug free environment.

If the commission would like to make my job better, I would suggest the Corrmission devise a training program on large l core accident analysis and design base accident studies. I would also propose to the Corraission that middle and upper level management spend some time on shift with the Operators they regulate. This would give them some experience in the day to day operation and concerns we have.

In closing. I would like to see a policy of yearly testing l along with testing for cause and backed up by training for drug prevention. If I may be of any service please feel free i to con act me. '
