SUBJECT: NRC INSPECTION REPORT 72-20/99-02

Dear Ms. Cook:
An NRC inspection was conducted on February 23 through April 1,1999, at your Three Mile
Island Unit 2 (TMI-2) Independent Spent Fuel Storage installation (ISFSI). The enclosed report
presents the scope and results of the security and safeguards portion of this inspection. A
separate inspection report, 72-20/99-01, will be issued containing the nonsafeguards portion of
this inspection. On May 26,1999, a followup telephonic discussion was held between the NRC
Team Leader, NRC Region IV management, and your staff. During this discussion, additional
information was provided concerning the classification of the potential security violations
identified during the exit meeting at your facility.
The primary purpose of the security and safeguards portion of the TMI-2 ISFSIinspection was to

observe selected preoperational tests of the ISFSI security system and review the
l
implementation of the security program and procedures. Numerous interviews with security
personnel and an extensive evaluation of the security barriers and security response capability at
the TMI-2 ISFSI were completed.
Based on the results of this inspection, the NRC has determined that two Severity LevelIV
violPlions of NRC requirements occurred. These violations are being treated as noncited
violation (NCVs) consistent with Section Vll.B.1 of th
nforcement Policy. These NCVs are
