-2-DOCUMENT CONTAINS EXECUTIVE SUMMARY United States Department of Energy NRC Inspection Report 72-20/99-02 An inspection of the TMl-2 Independent Spent Fuel Storage Installation (ISFSI) was conducted over a 5-week period by a U. S. Nuclear Regulatory Commission (NRC) inspection team from NRC headquarters and Region IV. The NRC inspection team consisted of eight inspectors and included observation of the preoperational tests and the actualloading of the first dry storage cask with TMI-2 core debris. As part of this inspection, the areas of security'and safeguards were reviewed.

Security The alarm stations were redundant, well protected, and the operators were alert, well

-

trained, and efficient.

The licensee had an excellent communications capability that performed well during the

-

inspection.

A noncited violation of the physical security plan was identified in the area of access

-

control. An individualleft the site and reentered without being searched.

The perimeter detection system was inadequate and will remain under compensatory

-

measures until the system is corrected.

The assessment aids system provided adequate assessment of the perimeter detection

-

zones.

The compensatory measures program was adequately implemented.

-

The security lighting system was excellent.

-

A noncited violation of the physical security plan was identified for failing to secure the

-

protected area barrier when the security officer left the area of the ISFSI without locking the gate.

The security lock and key program was adequate.

The licensee committed to several changes to the physical security plan to provide

-

additional detail in the areas related to response personnel, physical barriers, and handling of safeguards material.
