CONFIRMATION OF RELEASE FROM HOLD POINTS This letter is to formally confirm release from the series of hold points established for the controlled startup of Sequoyah Nuclear Plant, Unit 2 (SQN-2) and to describe how restart from plant trips is to be handled in

.he future.

The Director, Office of Special Projects (OSP-DIR), based on a recomendation from the NRC staff, verbally released TVA from each hold point. The staff recomendation to release TVA from each hold point was based on a determination that it was technically acceptable to proceed and that SQN-2 met regulatory requirements.

This involvement will be handled as follows:

1. Af ter each trip, a detailed powsip analysis including a root cause investigation must be completed and approved by the SQN-2 Plant Manager.

The completed post-trip analysis will then be reviewed by the NRC resident staff.

2. Following this action, the Assistant Director for TVA Inspection Programs of my office and the Sequoyah Plant Manager will discuss 1.he acceptability of restart actions, i
