SOUTH CAROLINA ELECTRIC AND GAS COMPANY CORPORATE EMERGENCY PLAN REVIEW, REVISION 12 We have completed our review of Revision 12 to your Corporate Emergency Plan dated January 22, 1988.

Our review indicates that the changes to your Emergency Plan were consistent with the planning standards of 10 CFR 50.47(b) and the requirements of Appendix E to 10 CFR 50; however, one item is brought to your attention.

In this revision Table 5-2, "General Emergency (Protective Action Recommendations,"

was revised resulting in the deletion of:

1) the preliminary recommendation to shelter a two mile radius and five miles downwind; and (2) the EPA-PAGs related dose assessment information.

This change created inconsistency-with both IE Information Notice 83-28 and the Protective Action Decision-making guidance contained in Table 6-3 of the Virgil C. Summer Site Emergency Plan.

On May 24, 1988, in a telephone conversation between K. Beale of your staff and A. Boland of Region II, it was revealed that the deletions in Table 5-2 were made in error, and no policy changes were intended.

The licensee representative committed to rectify the error and bring the Corporate Plan into accordance with the Site Plan.

If your understanding of this commitment differs from the above, please contact our office promptly. Completion of this change will be reviewed during the next Corporate Plan revision.

Please be reminded that 10 CFR 50.54(q) requires that proposed changes which decrease the effectiveness of your Emergency Plan shall not be implemented without application to and approval by the Commission. However, changes may be made without Commission approval if such changes do not decrease the effectiveness of the Plan, and the Plan, as changed, continues to meet the standards of 10 CFR 50.47(b) and the requirements of Appendix E to 10 CFR 50.

If a change is made withcut approval, you should furnish copies in accordance with 10 CFR 50.54(q).

Also, any changes to the Emergency Plan Implementing Procedures should be made in accordance with the requirement of 10 CFR 50, Appendix E, Section V.
