Subj ect: Oyster Creek Nuclear Generating !*ation Docket No. 50-219 NRC Compitance Bulletin 87-02; Fastener Nonconformances On November 6,1987, The Office of Nuclear Reactor Regulation issued NRC Compliance Bulletin 87-02; "Fastener Testing to Determine Conformance with Applicable Material Specifications." This bulletin was received by GPUN on November 16, 1987. The Bulletin specified that a written report was to be submitted within 60 days of receipt by GPUN.

This initial due date was January 15, 1988.

Shortly af ter the bulletin was issued, the NRC noted the need for clarification of some of the bulletin's requirements. Discussions with Region I NRC personnel resulted in further instructions from NRR which were received about mid December.

Additio'1 ally, analytical work by GPUN personnel was delayed due to a contractural problems which have since been resolved.

It is presently projected that submittal of the fastener testing infomation will be accomplished on or before February 26, 1988.

This date has been discussed with Region I personnel.

The infomation pertaining to receipt inspection and internal control procedures is available, but it is in varied forms, procedures, plans, and data bases.

When discussed with our resident NRC inspector he indicated it would probably be reviewed as part of a future inspection.

This letter is being written to document those discussions.
