PILOT PROGRAM FOR THE NEW REGULATORY OVERSIGHT PROCESS 1
Attached are the draft procedures for the new regulatory oversight process, including the new risk-informed baseline inspection procedures, the significance determination process, and the 1 assessment process. As described in Attachment 1, these processes, along with performance j indicator (PI) reporting and a new enforcement policy, are to be implemented during a 6-month pilot program at two sites per region. Table 8.1 of Attachment 1 lists those sites at which the .
new oversight process will be implemented. l The purpose of this 6-month pilot program is to exercise the new oversight process, identify problems, develop lessons learned, and make any necessary process changes before full l implementation at all sites. The results of implementing these new processes will also be evaluated against pre-established criteria. described in Attachment 1, to measure the success of the new process.
Attachment 1 describes how the pilot program will be conducted, establishes ground rules, defines the pilot program success criteria, describes pilot support organizations, and gives administrative information, such as how to charge inspector time under the new processes.
Attachment 2 is a draft of Inspection Manual Chapter (IMC) 2515*, which describes the new risk-informed baseline inspection program. Attachment 3 contains drafts of the new baseline i inspection procedures, and Attachment 4 is a draft of IMC 0610*, which gives inspection report I and plant issue matrix preparation guidelines. Attachment 5 is a draft of IMC 06XX, which ;
describes the new significance determination process that will be used to evaluate the safety 3 significance of inspection findings. Attachment 6 is a draft of Management Directive 8.X, which describes the new assessment process. )

2 Indicator Guideline" document, NEl 99-02 (Draft), which provides the guidance for PI reporting by the industry. The staff has worked closely with NEl in preparing this industry guidance for PI reporting and endorses its use as part of the pilot program for the new regulatory oversight process.
