NRC INSPECTION REPORT NOS. 50-259/87-42, 50-260/87-42, AND

50-296/87-42

This refers to the Nuclear Regulatory Commission (NRC) inspection conducted by

G.

L. Paulk on November 1-30, 1987.

The inspection included a review of

activities authorized for your Browns Ferry fat. lity.

At the conclusion of the

inspection, the findings were discussed with those members of your staff

identified in the enclosed inspection report.

Areas examined during the inspection included operational safety, maintenance

observation, surveillance testing observation, previous enforcement matters,

reportable occurrences, engineering change notice / modifications, and restart

testing.

Within these areas, the inspection consisted of selective examina-

tions of procedures and representative records, interviews with personnel, and

observation of activities in progress.

As discussed in paragraph 9 of the

inspection report, we are particularly concerned about the large number of

Facility Change Requests (FCRs) being written for ongoing work, and that this

will make it difficult to maintain proper configuration control and conformance

with the as-licensed design basis.

The proper implementation of pre-design and

pre-construction walkdowns should reduce the number of FCRs and make it easier

to control conformance with the as-licensed design basis.

We are also con-

cerned that the design output package and the field installation to realace

control air solenoids for the HPCI testable check valve are complete without

having resolved an identified unreviewed safety question.

We will look at your

actions in these areas as well as other concerns identified in paragraph 9 in

our inspection early in January 1988.

Within the scope of the inspection, no violations or deviations were

identified.

In accordance with Section 2.790 of the NRC's "Rules of Practice," Part 2,

Title 10, Code of Federal Regulations, a copy of this letter and its enclosures

will be placed in the NRC Public Document Room.
