3 Thank you very much for your letter of October 20,1998. The Nuclear Regulatory Commission
. (NRC) staff also believes your meetings in Washington were productive. We were pleasef that arrangements could be made for you to tour the Calvert Cliffs Nuclear Power Plant and c' 4 Nct lengthy discussions on physical protection.
The NRC does not perform safety assessments on the physical protection system of either power reactors or research reactors outside the United States and will therefore be unable to send a team to assist in an assessment of the physical protection at Cemavoda NPP. We consider a country's decision to commit to a nuclear program, including the choice of the technology to be used and the infrastructure to both support and regulate it, to be a sovereign responsibility of that country. This has been an NRC policy of long standing.
However, you may know that an international Safeguards team (consisting of both NRC and U.S. Depadment of Energy (DOE)) conducts bilateral missions every five years that include physical protection, access control, and walk through evaluations. The last such mission was held in Romania in 1993. I am pleased to report that NRC and DOE officials are now preparing to contact you directly regarding another mission sometime in early 1999. The purpose for such visits include providing recommendations for an effective physical protection system.
I will be following with great interest your success in tackling the technical, economic and c'
political challenges facing the Romanian National Commission for Nuclear Activities Control in the years ahead.
