CO'{L2-8%53 - COMMISSION di, ICY STATEMEllT ON MAINTENANCE In COMLt-87-51, you requested commehte and support from your fellow Commissioners to provide additions 1 guidance to the staf f in developing a Comission policy statement.on maintenance at concercial power reacters.

Cornissioners Carr and Rogers suppcrt your proposal with co.ments, which have been included in the proposed memorandum to the staff.

Comissioners Roberts and Bernthal believe that redirsetion of the staff at this late stage will now further delay Comission receipt and consideration of the staf f's draf t policy statement. They would awhit receipt of the interim report on the MSPP Phase II efforts before finalizing any Comission policy on maintenance. They also believe the Comission should review any proposed new performance indicators before implementation. To do otherwise now contravenes the Comission's policy of December 30, 1986 The attached staff requirements memorandum incorporates the coments received from Comissionere Carr and Rogers and is submitted for your signature. Cornissioners Roberts and Bernthal requested that a copy of this memorandum should be attached to the Chairman's memorandum to the EDO.

Enclosure 4 Supplemental Infonnation for CRGR The following information is provided in response to the nine items listed in Section IV.B of the CRGR Charter

(1) The proposed Draft Interim Policy Statement is attached in Enclosure 1. ,

(ii) The Comission Paper, the letter from INPO dated Sepiceber 10, 1987,  ;

and the Staff Requirements Memoranda dated 4/27/87 and 10/19/87 constitute the underlying background traterial (all attached). i (iii) The proposed Policy Statement does not present new requiroments for the licensees. It merely recognizes industry voluntary initiatives underway and outlines the t:PC means of assessnent of thet,e initiatives '

for the next 2 years.

i j (iv) The method of imple:nentation is described in the section entitled "NRC t

Assessment Activities" in the Policy Staterrent as well as in the

! "Discussion" section of the Comission Paper. '.

4 (v) Not applicable. No regulatory analysis has been performed as the

, Policy Statement does not irnpose new reqvirements on the industry.

(vi) The Policy Statement is applicable to "all comercial nuclear power

! alants." See section "Framework for Maintenance Programs" in the  ;

Policy .9tatement.

(vil) This is a high priority issue. See Staff Requirement Memoranda

" Quantitative risk analysis has not been performed. However,

! 1mprovement of maintenance programs, performed on the structures,

systems, ,And components as listed in the Policy Statement (Secticn

! "Stru;ture, Systems and Components") and the utilization of a

preventive and predictive maintenance, coupled with reliability-centered maintenance (see respectively entitled sectioris) will, in our opinion, inherently lead to a reduction of risk for the same reasons as above.
