Dear Mr. Arthur:

We have completed our acceptance review of the Draft Remedial Action Plan (dRAP) and The Draft Environmental Assessment for the Belfield and Bowman, North Dakota UMTRAP sites. As discussed in a May 16, 1988 telecon between Dan Gillen of my staff and Frank Bosiljevac of your staff, the documents are sufficiently complete for us to begin our review. However, the following information and data are needed to enable completion of the groundwater hydrology portion of the review:

1.

dRAP, p. 163 and 170. Details of monitoring well and lysimeter construction and installation at Belfield and Bowman.

2.

dRAP, p. 165 and 172. Analysis of slug / pump test data conducted in monitoring wells at Belfield and Bowman to determine hydraulic conductivity.

3.

dRAP, p. 178.

Input and output from the Domenico and Robbins model used at Bowman to predict downgradient concentrations.

4.

DEA, p. C-64 Report prepared by Roman V. Pyrih of Geochemical Engineering entitled, "Geochemical Properties of Soil Samples from Lignite Processing Site, Bowman, North Dakota, Report on Lauoratory Analysis. "

In addition, we have noted the absence of the following information that, although not essential at this stage of the review, should be provided as early.

as possible to avoid major open issues late in the review process:

1.

Geotechnical engineering calculations for slope stability, settlement, liquefaction potential, filter and bedding' materials, and radon barrier thickness.

2.

Groundwater compliance information:

Proposed concentration limits (i.e., MCLs or ACLs) for hazardous constituents in the uppermost aquifer at Bowman, and supporting analysis and justification if ACLs are proposed.
