Reference:

Boavor Valloy Power Station, Unit No. 1 Docket No. 50-334, License No. DPR-66 Operator Examination No. 88-24 Gentlement on August 17 and 18, 1900, the NRC adn:inistered examinations to Beavor Valley Power Station Unit 1 operators.

At the exit meeting, the NRC stated that during the plant walkthrough portion of the operator test, it was observed that the remote shutdown panel did not incorporate any physical restrictions to prevent control and operation transfar betwoon the Control Room and the Shutdown Panel.

Access to the Emergency Shutdown Panel (ESDP) is controlled by Vital Arca access procedurcs.

Transfer switches on the ESDP allow the sperator to transfer control of individual components required for safe shutdown from the Control Room to the ESDP.

Any transfer action is annunciated in the Control Room.

'ihe existing panel cover was installed originally to reduce the potential for inadverter.t operation.

While locking the existing plexiglass cover over the ESDP would give the appearance of a more secure contrcl

panel, similar results could be offected within the same Vital Arca with various cicctrical switchgcar.

The Advisory Committee on Reactor Safeguards addressed ESDP transfer

control, annunciation, as well as the inside sabotage scenario specifically at Beaver Valley 2, which is similar to the Boavor Valley 1 configuration.

Our controls over access and unwanted local intervention of plant equipment were found c ceptable.
