OPEN ITEM RESOLUTION FOR THE INSERVICE TESTING (IST) PROGRAM FOR ARVANSAS NUCLEAR ONE, UNIT 1 (AN0-1) (TAC NO. 57110)

A working meeting was held at the ANO-1 plant site on November 17 and 18, 1987, between members of ycur plant staff and the NRC staff to discuss your proposed second ten-year IST program for ANO-1. The meeting resulted in six epen items for the staff to resolve. The resolution of these items are discussed in the enclosure. The positions stated therein have previously hen made known to ycur staf f in several telephone conversations.

Ycu should prcceed with the resubmittal of your proposed second ten-year IST program based on the results of the agreements reached during the working meeting and as described in the enclosure.

ENCLOSURE NRC STAFF POSITIONS FOR RESOLUTION OF THE SIX OPEN ITEMS CONCERNING THE REVIEW 0F TFE PROPOSED ANO-1 SECOND TEN-YEAP INSERVICE TESTING m ST) PROGR/M The items and their resolution are presented below

Issue 1 -

Determine if the boric acid transfer pumps need to be included in the IST program.

Resolution -

The staff has determired that the boric acid transfer pumps are not called out in any safety analysis and are not relied upon to perform any safety related function and need nct be included in the IST program.

Issuc ? -

Determine if the spent fuel pool pump needs to be included in the IST program.

Resolution -

The staff has determined that the spent fuel pocl pump is not relied upon to perform a safety related function and need not be includec in the IST program.

Issue 3 -

The remainder of the cren items deal with valves required tc achieve ccid shutdown. The staff is te determine if Branch Technical Position RSB 5-1 recuires those valves identified in the trip repcrt dated December 0, 19P7 to be used to reach safety grade cold shutdown for Ah0-1.

Pesciution -

The staff has determined that the open items dealing with this issue may be resc1ved if the licensee provides a relief request citing staff approval o, hot shutdewn as the safe shutdown cendition for Ah0-1.
