George FelgateGC M O TRIP REPORT ON VISIT TO THI 1&2 AND STATE OF PENNSYLVANIA On May 9, Commissioner Carr, accompanied by Tom Elsasser, toured the THI site (Unit 2 in the am, Unit 1 in the pm).
The detailed agenda for the tour and the slides from the licensee's presentation on maintenance are attached.
We were accompanied by Curt Cowgill, the cognizant RI sectivn chief, as well as the appropriate SRI's, RI's and PM's.

On May 10, we were accompanied by Marie Miller, RI SLO, as we visited various State offices and cognizant oversight groups who have an interest in nuclear issues.
A copy of the agenda, as well as the Bureau of Radiation Protection's (BRP) organizational information is attached.

BRP is a part of DER.
We met with the Deputy Secretary Mark McClellan for the better part of an hour.
He was extremely well informed in all areas of nuclear regulation which Fortain to the state.

Recently it has come to light that radioactive resins i

We met with PEMA director, Joe Lafleur, and Capt. Johnson of

There was a general discussion of EP issues.
Mr. Lafleur, who is a former FEMA employee displayed an"exceptional grasp of the l
real problems which confront agencies who are dealing with an actual emergency.
He is extremely sensitive to the need l
for close, effective liaisor between the various State end l
l Federal agencies involved.
Also, that effective internal i
i communications between these groups is essential so that a l
l mutually agreeded policy be established with respect to l
press liaison.
Another concern is the need to provide highly qualified counselors at nass care evacuation centers.
The State has contracted with a consulting firm in l
j 1
Philadelphia to determine how these counselors might best be obtained and trained.
The State has a realistic interest in i
i keeping the evacuees well informed so that panic and l
l psychological stress can be avoided.
