This refers to the inspection cunducted by Mr. N. M. Tere of this office and

other accompanying personnel during the period October 11-13, 1988, of
activities authorized by NRC Operating License NPF-38 for the Waterford-3
Steam Electric Station, and to the discussion of our findings with Mr. R. P.

Barkhurst and other members of your staff at the conclusion of the inspection.

Areas examined during the inspection included the implementation of the

emergency plan and procedures during the annual emergency response exercise.

Within these areas, the inspection consisted of selectise examination of
procedures and representative records, interviews with personnel, and

observations by the N?.C inspector. The insoection findings are documented in

the enclosed inspection report.

Within the scope of the inspection, no violations or deviations were

identified.

The enclosed repurt identifies eight deficiencies in your emergency

preparedness program. You are requested to provide this office a schedule for

correcting these deficiencies within 30 days after receipt of this letter,

We would also like to discuss some concarn: relative to your performance

during your annual emergency exercise foinowing the SALP board reeeting on
!
December 1, 1988. We will be in contact with you as to the topics to be

covered and the time and place for the meeting.
