This refers to the inspection cunducted by Mr. N. M. Tere of this office and i

other accompanying personnel during the period October 11-13, 1988, of

activities authorized by NRC Operating License NPF-38 for the Waterford-3

Steam Electric Station, and to the discussion of our findings with Mr. R. P. '!

Barkhurst and other members of your staff at the conclusion of the inspection.  ;

Areas examined during the inspection included the implementation of the ,

emergency plan and procedures during the annual emergency response exercise.  !

Within these areas, the inspection consisted of selectise examination of

procedures and representative records, interviews with personnel, and i

observations by the N?.C inspector. The insoection findings are documented in l

the enclosed inspection report. '

i Within the scope of the inspection, no violations or deviations were f

j identified. I

The enclosed repurt identifies eight deficiencies in your emergency

preparedness program. You are requested to provide this office a schedule for  !

correcting these deficiencies within 30 days after receipt of this letter, j

We would also like to discuss some concarn: relative to your performance ,

during your annual emergency exercise foinowing the SALP board reeeting on  !
