DOCKET NOS. 50-445 AND 50-446 REQUEST FOR DISCUSSIONS ON FRACTURE TOUGHNESS OF THE FEE 0 WATER ISOLATION-VALVE (FW1V) MATERIALS REF:

Mr. T. J. Polich, NRR Project Manager site visit on October 28, 1998.'

l Gentlemen:

Based on updated engineering analysis, TV Electric feels that the heaters required to maintain'the FWlV body temperature of at~least 90 degree F above 675 psig may no

' longer be required. This change will require changes to Technical Specification 3/4 7.13;(See SR 4.7.13) and its bases (NUREG-1468) and corresponding update of FSAR Section 10.3.6.1.

Per discussion with Mr. T. J. Polich (See reference), TU Electric feels that further preliminary discussion with the NRC staff TU Electric's personnel and its consultant is warranted. TU Electric requests a preliminary teleconference be arranged to discuss the basis and plans for this change.
